Background
The Ministry of Foreign Affairs and Co-operation assists in deciding, formulating and applying international co-operation policy for development, and for planning and co-ordination. It administers co-operation resources, ensures Spanish participation in international development aid organisations, and defines Spain’s position in the formulation of community policy on development. It also evaluates development co-operation policy, and programmes and projects financed by means of state funds.
The ministry’s General Development Policy Planning and Evaluation Department formulates, plans, monitors and evaluates Spanish policy. In particular, it is responsible for carrying out the following functions:
- Elaboration of the four-year master plan and annual plans for international co-operation;
- Elaboration and monitoring of territorial strategies and strategies related to specific concerns (horizontal, sectoral and country-specific strategies);
- To ensure the active and constructive participation of Spain in the OECD Development Assistance Committee;
- Participation, in collaboration with state government bodies with responsibility in this area, in defining Spain’s position in international development organisations and in the formulation of the European Union’s external co-operation policy;
- To afford the advisory function envisaged by Spanish legislation (The Co-operation Council, Inter-ministerial Commission and Inter-territorial Commission) and to take responsibility for the co-ordination of the advisory bodies involved;
- To provide advice concerning the application and development of the 23/1998 International Development Co-operation Law, dated 7 July 1998;
- To develop official Spanish development aid monitoring, co-ordination and evaluation activities;
- Evaluation of international co-operation policies, instruments, interventions, programmes and projects.

Grantmaking Criteria
Spanish and foreign citizens can apply for these grants and aid, as can legal entities, and public or private national or foreign entities that comply with the following requirements:
- Individuals must be legally of age.
- Legal entities must be legally constituted.
In both cases:
- They must not conduct profit-making activities.
- They must have sufficient means and be sufficiently capable of carrying out the activities in question, and must ensure that they comply with the objectives established for the activities.
- Where applicable, they must be up to date with Spanish tax and social security payments.

Grants are offered annually, and the grant programme is published in the first three months of the year. Applications must be made within twenty working days after publication of the grant programme.

Application and Procedures
In addition to the completed form, applications must include the following documents:
- Either a deed, legal document of constitution or statutes, in which the regulations affecting the entity’s activity and non-profit-making ethos are stated and, where necessary, the certificate of inscription in the corresponding official register;
- Tax identification card, where necessary;
- Proof that there are no outstanding tax or social security payments;
- Proof of IAE (Spanish tax on commercial/professional activity) payment or proof of exemption, where applicable;
- Declaration before a notary or other valid authority that sections 2 and 3 of article 13 of the 38/2003 General Grant Law, dated 17 November 2003, do not apply to the person or entity applying for the grant.
Applications must be addressed to the State Department for International Co-operation and must be submitted to the Register of the Ministry of Foreign Affairs and Co-operation or delivered by any other means specified in article 38.4 of the 30/1992 Legal Regulation of the Civil Service and General Civil Service Procedures Law, dated 26 November 1992. Where the application is delivered to a place other than the ministerial department, notification must be sent by fax to the Ministry of Foreign Affairs and Co-operation, State Department for International Co-operation (fax number (34) 915773137).
