In 2005, Spain spent € 2.428 billion on Official Development Assistance (ODA), which corresponds to 0.27% of its gross national income (GNI). Bilateral aid accounted for 64%, and 36% was multilateral.

  • To increase social and institutional capacities (democratic government, citizen participation);
  • To increase human capacities (coverage of basic social needs);
  • To increase economic capacities (promotion of the economic and business fabric);
  • To increase the capacity for improving environmental conservation;
  • To increase cultural freedom and capacities;
  • To increase the capacities and autonomy of women;
  • Prevention of conflicts, and peacemaking.

In addition, horizontal priorities must be present in all the activities carried out:

  • The fight against poverty
  • The defence of human rights
  • Gender equality
  • Environmental conservation
  • Respect towards cultural diversity


Funding programmes:

NGOs can apply for financial support under the following funding programmes:

Grants and aid from SECI: This programme provides funds and aid for holding congresses, seminars ad conferences related to international development co-operation.

Agreements between NGOs and AECI
: This programme supports long-term development co-operation interventions of NGOs.

Grants for development co-operation projects: This programme provides grants for carrying out development co-operation projects.

Grants for private initiative projects or activities: This programme provides grants for projects or activities based on private development co-operation initiatives.
