In 2005, Norway spent US$ 2.77 billion on Official Development Assistance (ODA), which corresponds to 0.93% of its gross national income (GNI). Bilateral means accounted for 70% of funding, while 30% was multilateral.

NGOs can apply for financial support under the following funding programmes:
Co-operation agreements / individual agreements: Co-operation (or framework) agreements offer large, experienced NGOs or umbrella organisations funds to implement several large-scale development projects in co-operation with local partners. Individual agreements cover multi-annual development projects by smaller NGOs in co-operation with a local partner.
