In 2005, Malta spent € 7 million on Official Development Assistance (ODA), which corresponds to 0.18% of its gross national income (GNI). The vast majority of funding was channelled through multilateral means, with just 1.9% of it bilateral.

- poverty reduction;
- information and communications technology, particularly e-governance;
- education;
- health, water management (desalinisation);
- maritime law;
- research on ageing; and
- capacity-building initiatives.
Funding programmes:
So far, the Maltese government has not provided financial support to non-government organisations (NGOs).
