In 2005, Luxembourg spent € 263 million on Official Development Assistance (ODA), which corresponds to 0.87% of its gross national income (GNI). Bilateral means accounted for 75% of the total, while 25% was multilateral.

NGOs can apply for financial support under the following funding programmes:

Co-funding of NGO projects: This funding instrument co-funds individual development projects submitted to the Ministry of Foreign Affairs by Luxembourg NGOs.

Framework agreements: This funding instrument co-funds multi-annual framework agreements submitted to the Ministry of Foreign Affairs by Luxembourg NGOs.
