In 2005, Lithuania spent € 12.5 million on Official Development Assistance (ODA), which corresponds to 0.062% of its gross national income (GNI). In 2004, 10% was channelled to recipients by bilateral means, while 90% was multilateral.

NGOs can apply for financial support under the following funding programmes:

Ad hoc calls for proposals: Every year, the Ministry of Foreign Affairs publishes open calls for proposals for development co-operation projects to be implemented by Lithuanian NGOs.
