Background

To date, Latvia has no formal funding scheme which supports the actions of Latvian and foreign non-government organisations (NGOs) in developing countries. The Foreign Ministry is currently in the process of drafting grants tender regulations, which will define future tender provisions and criteria for the evaluation of grant applications. In 2006, the Foreign Ministry announced two calls for proposals for the implementation of development projects in Georgia and Moldova and for increasing public awareness on development co-operation issues in Latvia. Total available funding was LVL 105,120 (approximately US$ 194,000). It is expected that similar calls for proposals will be announced on a regular basis once a formal NGO grant programme has been launched. Therefore, this document provides information on the criteria and procedures used for these two calls, to provide an understanding towards which direction Latvia’s NGO support through co-funding is heading.


Types of Grant

In 2006, two calls for project co-funding were announced:
(1) Call for project proposals for the implementation of development co-operation projects in Georgia and Moldova; and
(2) Call for project proposals for increasing public awareness in Latvia on development co-operation issues.


Grant Size

(1) The minimum grant was LVL 5,000 (about US$ 9,200), and the maximum grant LVL 30,000 (about US$ 55,000).
(2) There was no minimum grant size, and the maximum could amount to LVL 7,125 (about US$ 13,000).


Own Contribution

No contribution was requested from the applicant’s own funds for either grant.


Funding Priorities

While for the second call set no thematic priorities, the first call had three priority activities:

  • reform of the Georgian and Moldovan state administration, local governments and the defence sector, and the support of the European and transatlantic integration process;
  • development of democratic and civil society in Georgia and Moldova; and
  • a contribution to the improvement of education, culture, social development, health and environmental protection.

Grantmaking Criteria

Eligible were public administration institutions and their agencies, local governments, associations and foundations, as well as private businessmen. Foreign NGOs were also eligible to apply.

Guidelines

Information on the calls for proposals was available in Latvian and in English.

Deadline

After publishing the calls for proposals there were two months for preparing the proposals. The deadline was 23 May 2006.


Application Forms

Although applications had to be submitted in Latvian, the Canadian International Development Agency (CIDA) agreed to co-finance 50% of the approved projects. Therefore, proposals had to be translated from Latvian into English. There is an application form in English available here.

 


Application and Procedures

In the future, after the call for proposals is published, applicants should prepare a project submission for the grant tender, which will then be evaluated by the Tender Evaluation Commission. The final decision on the award of the funding will then be taken by the Development Co-operation Council, which consists of representatives from the ministries of Foreign Affairs, Economics, Finance, Regional Development and Local Governments, and the State Chancellery.
