Background

BMZ is the Federal Ministry for Official Development Assistance (ODA) in Germany and has different funding lines. In 2005, Germany's overall ODA budget was US$ 9.915 billion. The German ODA has different funding lines for financial co-operation, technical co-operation and exchange of personnel. BMZ supports both bilateral governmental co-operation and bilateral non-governmental organisations abroad. BMZ makes intra-governmental agreements on the basis of German ODA. Non-governmental support is only given to German NGOs (in co-operation with overseas institutions). This programme supports NGOs and other institutions to cover costs for shipping and transport of goods to developing countries. It is handled by the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH, a government-owned agency for international co-operation with operations world-wide. In more than 130 partner countries, GTZ supports about 2,700 development projects and programmes, mainly under commission from the German government.

"Übernahme von Transportkosten für Sachspenden in Entwicklungsländer", Titel 68706, Kapitel 2302 (Support of transport costs for forwarding donated equipment or material to developing countries).


Grant Size

No specified, however, an NGO will not be granted support more than once per year.


Own Contribution

A minimum own contribution of 25% is required.


Funding Priorities

Transport of equipment and material, which support the activities of poor and disadvantaged groups to improve their standards of living. Transportation costs will only be supported for shipping to developing countries. The donated equipment should in particular

  • Improve the supplies of health care services in a sustainable way
  • Improve school education with regards to the job market
  • Improve the quality of craftsmanship and technical oriented vocational training
  • Enhance the productivity of small artisan and agricultural businesses

However, the donated equipment and material should not include goods that can be produced by local small-scale businesses. In exceptional cases, donated medicine can also be shipped and special guidelines apply.

Grantmaking Criteria

A written application to GTZ using appropriate forms is necessary. The forms can be downloaded here.

  • Only private German organisations or initiatives are eligible
  • The local beneficiary of the donated material should be a public or private organisation with charitable status
  • The beneficiary must declare the need and predetermined usage of the material or equipment
  • The availability of maintenance and support for technical equipment must be guaranteed
  • The transported material should not endanger the environment
  • All equipment and materials should be declared duty-free by the customs authority in the recipient country.

Application and Procedures

Interested NGOs from developing countries should fill in the application form together with a German partner and proceed according to the guidelines. All applications will have to be sent to GTZ (see “Mail Address”). Since the application is a formal procedure, carefully completed forms will be crucial for the approval or failure of the application. After the GTZ has evaluated the application with regards to technical issues, the BMZ will decide on the grant based on humanitarian considerations.
