Background
The Water Solidarity Network (pS-Eau) promotes dialogue between international aid stakeholders (non-government organisations (NGOs), public authorities, local governments, the private sector, research bodies, etc.) in the field of water, and contributes to the elaboration of shared methodology. It co-ordinates working groups and research action programmes, and publishes a newsletter and summary documents.

Funding Priorities
The programme co-funds projects covering the following three elements:
- Through their organisations migrants are important agents of development in their countries of origin. Particularly, this is true for Mali and even more for the region of Kayes. They initiate, finance and sustain social infrastructures (schools, health centres, water networks). The programme wants to integrate this aspect into the country’s development strategies through its local development component (see project component migration NGOs).
- Migrants are economic investors into their country. Thus, the programme also aims at encouraging banks to develop new services to capture the added value of financial transfers.
- A high number of young second-generation migrants constitute a pool of know-how and expertise. Some have integration problems in France, and a strong link to Mali is important. The ‘youth’ component of the project aims at facilitating this link (see project component youth initiatives).
Grantmaking Criteria
All migrant NGO projects are eligible under the following conditions: migrants must participate financially; the project must be in line with the local development plan; and a first feasibility study has to be conducted.
Under the ‘youth initiatives’ component, projects can be both physical works and cultural and sports events. This includes meetings of French and Malian organisations. The goal of the project has to create a link between young migrants and their country of origin.
