Background

In 2005, France devoted € 8.9 billion to development co-operation. Only around 1.1% of this total amount was channelled through non-government organisations (NGOs) and territorial authorities. The institution supervising the management of these funds is the Ministry of Foreign Affairs with its Directorate General for International Co-operation and Development (DGICD).

The Forum of Migrant Organisations (FORIM) is a national platform which brings together networks, federations and groupings of development NGOs with a migration background which work on development co-operation projects in the South and on integration activities in France.

 


Types of Grant

The Support Programme for Migrant Solidarity Organisations (PRA–OSIM) gives technical assistance to and provides co-funding for development co-operation projects for these organisations.


Grant Size

Maximum € 120,000


Own Contribution

The NGO has to contribute at least 15% of the total project costs from its own resources, and the government contribution cannot exceed 50%. The outstanding amount may be covered by other sources.

The following sectors and thematics are covered. Every year the steering committee decides on funding priorities.

Grantmaking Criteria

The applicant must be a French NGO working in the field of development and international solidarity. It has to show that it has been active in the field of development co-operation for three years. The organisation has to prove its NGO status by meeting the following criteria:

  • General meetings and regular board meetings are held, and a yearly narrative and financial report is made;
  • Percentage of private resources and number of members and donors;
  • Wage levels of the different staff categories, possible existence and amount of an annual surplus, decision of the general meeting on how to use it;
  • Number and quality of volunteers in the NGO, and intellectual and professional services provided;
  • The applicant must have the technical and financial capacity to implement projects. This is measured on the basis of the results of the past three years, the annual narrative and financial report, and takes into account the percentage of funds devoted to operational expenses;
  • The applicant must be up to date with reports on past projects financed by the Ministry of Foreign Affairs.

Individual persons, local offices of national organisations, and political parties are not eligible.

The selection committee will try to judge the added value of the NGO. This analysis will be based on the following criteria:

  • partnerships put in place with diasporas in other countries;
  • beneficiary populations involved in the project (project design, financial contribution, workforce);
  • the ability to mobilise partners with technical expertise;
  • feedback organised in France to disseminate lessons learned (e.g. by education campaigns).

Application and Procedures

The first step of the application procedure entails the project definition, the identification of a local partner and financing partners (only one Ministry of Foreign Affairs programme can fund the project). Then it is mandatory to find a supporting agency to design the project. A list of possible partners can be downloaded here.

The project proposal has to be written following the technical guidelines, and the complete dossier has to be sent to the technical secretariat of the programme hosted by FORIM. The proposal will be analysed by the FOSIM, and selected project proposals are then sent to the Mission for Non-government Co-operation (MCNG) within the Ministry of Foreign Affairs. The pilot committee of the MCNG accepts or refuses the proposal. A detailed description of the application procedure is available here.

Tips

It is an advantage if the applicant participates in thematic and geographical networks. Privileged projects are those with a partnership approach and global outlook. They should be implemented in co-operation with government authorities of the recipient country and/or the Co-operation and Cultural Action Services (SCAC) of the French embassies. Particular attention is given to how the project integrates into the regional and national development objectives of the recipient country (e.g. by referring to a poverty reduction strategy paper if it exists) and to the French development co-operation policy priorities.
