Youth International Solidarity (JSI) / City, Life, Holidays–International Solidarity (VVV–SI)

Background
In 2005, France devoted € 8.9 billion to development co-operation. Only around 1.1% of this total amount was channelled through NGOs and territorial authorities. The institution supervising the management of these funds is the Ministry of Foreign Affairs with its Directorate General for International Co-operation and Development (DGICD).
The Co-operation Fund for Youth and Popular Education (FONJEP) is the link between the ministry and the pilot committee responsible for the implementation of this programme. The FONJEP’s main mission is the remuneration of full-time staff needed for the management and organisation of youth movements, as well as non-government organisations (NGOs) in the domain of popular education and social sectors.
Types of Grant
Two programmes co-finance collective activities among youth groups in the North and/or the South in the field of international solidarity. They are ‘Youth International Solidarity’ (JSI) and ‘City, Life, Holidays–International Solidarity’ (Ville, Vie, Vacances–Solidarité Internationale (VVV–SI)). The difference lies in the target groups in France.

€ 2,000 to € 7,000
Own Contribution
The maximum amount of co-funding is 50% of the total project costs.
Funding Priorities
The programme wants to foster exchanges, meetings and collective experiences among youth of the North and the South to improve mutual understanding. It funds projects with social and educational objectives. It supports the organisation of exchanges and capacity building of youth movements and NGOs which target youth, and it encourages the activities of youth movements in favour of peace, social cohesion, local development and democratisation. While JSI targets French youth in general, VVV–SI targets youth from underprivileged backgrounds.
Grantmaking Criteria
The general criteria are as follows:
- The supported activities have to involve young people in the different project stages.
- There must be real involvement from the tutoring institution.
- In the South, a partner has to be found and involved in the elaboration and implementation of project activities.
- Prior to the application process a thorough preparation of the project has to be concluded, taking account of a range of factors (feasibility, impact, social and uniting dynamic, leverage effects, etc.).
- The project must be sustainable.
- There must be a monitoring, follow-up and final evaluation.
The funding requests must come from NGOs and youth movements from the North. Every applicant must have an internationally-recognised NGO as tutor (a list of eligible NGOs can be found in the information documents).
The project participants must be:
- 5 to 16 young people from France if the project takes place abroad;
- 5 to 16 young foreigners plus 5 to 16 young people from France if the project takes place in France;
- aged 15 to 25 years.
One tutor is financed per project (if minors are involved, two tutors). Eligible projects are social, cultural (theatre, music, dance, sculpture, etc.), educational and sports activities, plus construction or rehabilitation camps in rural, urban or environmental settings. Not eligible are: gathering of medicine, food, school materials; transport projects; projects presented directly by Southern NGOs; actions directly related to AIDS and sexually transmitted diseases; French classes; internships; projects at different locations.

Project Duration

Deadline
Four pilot committee meetings per year: end of February, middle of May, beginning of September and end of December.

Application and Procedures
The youth group elaborates a project concept and submits it to a tutor organisation, which then helps the young people to design the project proposal. Then, the tutor NGO submits it to the FONJEP, which analyses it and submits it to the pilot committee. The detailed procedure is available here.
