Background
The Water Solidarity Network (pS-Eau) promotes dialogue between international aid stakeholders (non-government organisations (NGOs), public authorities, local governments, the private sector, research bodies, etc.) in the field of water, and contributes to the elaboration of shared methodology. It co-ordinates working groups and research action programmes, and publishes a newsletter and summary documents.
Types of Grant
Managed by pS-Eau and the co-ordination unit of the Senegalese Ministry for International Co-operation and Decentralised Co-operation, the co-development initiatives project has been in place since 2005. It is a co-operation instrument between France and Senegal for migrants and development.
Grant Size
The grant size is not defined. So far two projects have been undertaken with funding of € 79,684.87 and € 33,540 respectively.
Own Contribution
In the two projects to date the co-funding amounted to 38% and 59%, respectively, of the total project costs.
Funding Priorities
The funds are meant to support the involvement of Senegalese migrants in the development efforts of their country of origin. Support is provided along three main lines:
- Technical support for economic activities not financed by this programme;
- Mobilisation of the highly-qualified diaspora;
- Local development in the regions of origin.
Grantmaking Criteria
Projects aiming to mobilise the Senegalese diaspora in France have no thematic restriction as long as they remain in the field of development co-operation. Projects can be co-operations between Senegalese NGOs and initiatives in France with institutions in Senegal (public, non-government, or private). Only those parts of the projects which involve the mobility of the Senegalese diaspora can be financed, for example technical assistance offered by migrant specialists. In addition, funding is available for equipment and operational costs related to the activity of the migrant specialist. The mobilisation of qualified staff can also be virtual, via modern communication means.
Local development projects in the regions of origin must be collective development co-operation projects initiated by migrants in consultation with the population of the target region. The participation of local civil society is important. Here, the beneficiary NGO contributes 20% of the project costs, the rest being financed by the co-development initiative programme or other additional partners, such as the Senegalese government, local authorities or other NGOs.

Application Forms

Application and Procedures
Applications for a request for funding are sent to pS-Eau – the co-ordination unit in France – or to the co-ordination unit of the Senegalese Ministry for International Co-operation and Decentralised Co-operation. Both units analyse the application, then the respective unit proposes the application to the selection committee. The applicant or a representative presents the project proposal with a subsequent question and answer session. The committee can make the following decisions:
- Acceptance;
- Accept with reservations (e.g. need for additional information, need to involve an expert or funds from other partners). In this case the coordination unit is in charge of filling the gaps. The proposal does not need to be presented a second time to the committee;
- Refusal. The project cannot be presented a second time to the committee, even if modified;
- The application is adjourned, i.e. a modified version of the proposal might be presented by the NGO.
