In 2005, France spent € 8.9 billion on Official Development Assistance (ODA), which corresponds to 0.47% of its gross national income (GNI). Bilateral means accounted for 72% of funding, with the remainder multilateral.

Funding programmes:

NGOs can apply for financial support under the following funding programmes:

Project co-financing MCNG: This programme co-finances French NGOs.

De-concentrated credits / Social Development Fund: These co-financing grants target projects mainly initiated by Southern citizens via NGOs or local authorities and implemented with their assistance.

Priority solidarity fund co-development Mali: Managed by pS-Eau this is a co-operation instrument between France and Mali for migrants and development.

Co-development initiatives: Managed by pS-Eau and the co-ordination unit of the Senegalese Ministry for International Co-operation and Decentralised Co-operation, this is a co-operation instrument between France and Senegal for migrants and development.

Youth International Solidarity (JSI) / City, Life, Holidays–International Solidarity (VVV–SI): These two programmes co-finance collective activities among youth groups in the North and/or the South in the field of international solidarity.

Support Programme for Migrant Solidarity Organisations (PRA–OSIM): This programme gives technical assistance to and provides co-funding for development co-operation projects for migrant solidarity organisations.

Programme grants: Programme grants fund a multi-annual programme covering a coherent set of projects and activities submitted by a French development NGO.

Concerted multiple-stakeholder programme: This programme supports programmes which bring together different institutional and non-goverment actors around one collective strategy in a specific area.

Inter-NGO programme: This programme supports multi-annual programmes covering a coherent set of projects and activities submitted by a group of development NGOs.
