Denmark supports Danish NGO initiatives in developing countries in the field of HIV/AIDS. Information on how to apply is compiled on this webpage and can be downloaded here.
Background
In 2004, the Danish government decided to earmark DKK 25 million annually over a period of four years to support new, innovative NGO initiatives targeting the HIV/AIDS pandemic. Funding has since been extended beyond 2008, and Danida will continue to provide DKK 25 million per year for this scheme. This scheme represents a significant funding opportunity for Danish NGOs and their local partners working in the field of population, SRHR and HIV/AIDS in developing countries. It should be noted that in addition to this new funding pool, it is still possible to apply for funds for HIV/AIDS interventions under the other funding programmes.

Grant Size
No maximum grant size has been specified. However, Danida aims to support a wide variety of Danish NGOs from the total allocation of DKK 25 million a year.
Own Contribution
Up to 100% of the project costs will be funded. Co-financing with other donors or funds is possible.
Funding Priorities
The special HIV/AIDS pool aims to promote innovative, smaller-scale initiatives that offer promising results in the fight against HIV/AIDS. Applications should contain significant elements that are genuinely innovative in relation to the national and local context. Projects that are merely a continuation of existing activities will not be considered for funding from this scheme.
Experience and lessons-learned from the implementation of these innovative activities should be reported and analyzed with the aim of developing new best-practices in the fight against the pandemic. “Aidsnet”, the Danish HIV/AIDS network, is involved in the processing of experience from these projects and disseminates this information through its web site (www.aidsnet.dk).
The choice of focus areas for this scheme is linked to the priorities mentioned in Denmark’s HIV/AIDS programme of action, in particular the comparative advantages of NGOs. Emphasis will be placed on a coordination of efforts with all relevant local stakeholders, especially civil society, and governmental strategies, such as national HIV/AIDS plans. Applications should be drafted taking into account the financial resources and capacity of the local health sector, and all activities should make provisions for their long-term sustainability.
Apart from innovative HIV/AIDS prevention measures, proposals targeting new and promising methods of delivering HIV/AIDS treatments (e.g. ARV therapy) are particularly encouraged. Danida aims to support strategies that employ a broad approach to HIV/AIDS (i.e. not necessarily limited to the health sector), and which especially target vulnerable groups, such as women and children.
Grantmaking Criteria
Proposals must be in line with the principles laid down in the “Strategy for Danish Support to Civil Society in Developing Countries – including Co-operation with the Danish NGOs” and “Denmark’s International Programme of Action against HIV/AIDS”. Other relevant policies, such as the strategy for “Gender Equality in Danish Development Co-operation” should also be taken into account when drafting the proposal.
Applications will be particularly appraised in regard to whether the proposed activities:
- Are genuinely innovative
- Can contribute to building up knowledge and development of methodology
- Relate to national HIV/AIDS strategies, Danish sector policies, activities of other NGOs and networks
- Promise to be sustainable

Applications have to be submitted using the standard application format for NGO proposals for grants of more than DKK 3 million, which is available as template from the Danida website.

All Danish NGOs which are eligible to apply for regular Danida grants can also apply for this scheme, including Framework Organisations.
Organisations should clearly state on the application form that they are applying for funds from the special HIV/AIDS pool, emphasizing the innovative elements of their proposal.
