The programme "Individual NGO projects – South“ targets individual projects that aim to make a lasting contribution to improving the living conditions in developing countries. Information on how to apply is compiled on this webpage and can be downloaded here.
Background
Since 2004, the Austrian Development Agency (ADA) has been responsible for implementing all programmes and projects within the framework of the Austrian Development Co-operation (ADC). The ADA works closely with non-governmental organisations and provides access to grants for a range of activities in ADC priority and other developing countries. The scheme "Individual NGO projects – South“ targets individual projects that aim to make a lasting contribution to improving the living conditions in developing countries (as defined by the DAC list of the OECD). These projects can be co-financed with funds from the bilateral programme and project aid from the Austrian Development Cooperation (ADC).
Types of Grant
Co-financing of individual NGO projects in priority countries or regions of the ADC (according to the current “Austrian Development Co-operation Three-Year Programme”) and in other developing countries (excluding Southeast and Eastern Europe and Central Asia).
Grant Size
The maximum grant size is Euro 73,000 per project (for projects with a duration of at least 24 months), while the total project budget should not exceed Euro 200,000.
Own Contribution
At least 50% of the project costs for projects in ADC priority countries and regions and at least 75% for projects in other developing countries must be provided by the applicant.
Funding Priorities
Projects must, in accordance with the Millennium Development Goals (MDGs) and the current ADC Three-Year-Programme, be primarily aimed at:
- Poverty reduction
- Sustainable management of natural resources
- Gender mainstreaming
- Promoting human rights, conflict prevention and peace-building
- Good governance and democracy
- Developing and enhancing the target group’s own development capacity
- Strengthening local institutions
- Strengthening health and social institutions, in particular those catering for the needs of persons with disabilities
- Combating HIV/AIDS and its direct consequences.
Projects must be self-contained and have clearly defined goals which can be realized in an adequate period (i.e. more than 12 and less than 36 months as a general rule) within the specified budget. Moreover, the projects must demonstrate their sustainability, with local capacity building being an integral part of all activities. Gender and environmental aspects should be mainstreamed into the project wherever possible.
Grantmaking Criteria
- Thematic priorities and internal coherence of the proposed project
- Capacity for mobilizing solidarity and private funds for projects in developing countries
- Extent of involvement of the local project partner and the target group in the planning and implementation of the activities
- Coherence of the project with the development goals of the partner country
- Quality of gender and environmental impact declarations (checklists)
- Demonstrated administrative capacity and creditworthiness of the applicant.
Please note, that the applicant has to be legally registered in Austria and has to be a legal entity, such as a foundation, association, local authority and other public institution or development organisation. Therefore, NGOs from developing countries need an Austrian partner in order to be eligible for project funding from the ADC. The project will be carried out with a project partner (usually a local NGO as a representative of civil society) in the respective project country, whereby the applicant acts as advocate for the local partner. The local project partner shares responsibility for planning and implementing the project and must have sufficient operational and administrative capacity to do so.

Project Duration
The maximum project duration is three years.
Deadline
April 30th or October 31st of each year. A decision on the grant will then be made in June and December.

Application and Procedures
The application must consist of

- Environmental impact assessment checklist
- Gender questionnaire
Templates of these documents are available on the ADA web site. Applications shall be submitted to the ADA NGO co-operation desk (see “Contact”) in the original paper copy, as well as electronically, using the standardized templates only. Successful applicants have to submit a detailed report on all project activities biannually as well as after completion of the project. In addition, a financial report covering the entire project budget must be submitted to the Finance, Audit and Legal Affairs Department of the ADA.
Languages
The project application form, short description and budget must be in German. Other documents may be submitted in English or, after contacting the NGO co-operation desk, other languages.
