Background
Since 2004, the Austrian Development Agency (ADA) has been responsible for implementing all programmes and projects within the framework of the Austrian Development Co-operation (ADC). The ADA works closely with non-governmental organisations and provides access to grants for a range of activities in ADC priority and other developing countries. Development projects that have been accepted by the European Commission (EC) for co-financing are also eligible for the ADC’s "EU-Cofinancing“ scheme.
Types of Grant

Grant Size
The maximum grant size provided by the ADC is Euro 500,000 per operation.
Own Contribution
As a general rule, at least 5% of the project costs must be provided by the applicant. The exact amount is subject to the requirements set up in the relevant EC budget line.
Funding Priorities

In general, the following projects are eligible for ADC co-financing under this scheme:
- Projects in accordance with the Millennium Development Goals and the “Austrian Development Co-operation Three-Year Programme” that are primarily aimed at poverty reduction, sustainable management of natural resources, promoting human rights education, good governance and democracy, conflict prevention and peace-building
- Projects that meet the basic needs of disadvantaged parts of society in a sustainable manner while enhancing the target group´s own capacity, as well as strengthening local institutions
- Projects that correspond with ADC country and sector programmes or other thematic focuses of the ADC in accordance with the current “Austrian Development Co-operation Three-Year Programme”
- Development Communication and Education projects in Austria, which raise awareness of the international context and interdependencies with Austrian target groups.
Grantmaking Criteria
The applicant must be an organisation or institution that has been accepted by the EC for co-financing and has the capacity for project implementation and the strengthening of civil and public structures in project countries or contribute to development communication and education in Austria.
The following selection criteria apply to assess whether the project is eligible for ADC co-financing:
- Project in accordance with the country and sector programme and other thematic priorities of the ADC (“Three-Year Programme”)
- Project addresses the central objectives, cross-cutting issues and target groups in accordance with the “Three-Year Programme”
- Level of local partner involvement and coherence with local development goals
- Visibility of the project in Austria
- Adequate contribution of funds by the applicant
Please note: non-observance of the formal requirements as specified in the ADA “Guidelines” and “Explanations” for this scheme will lead to the rejection of the application. The criteria checked by the EC in the course of its project selection process will not be re-checked by the ADA. This applies to the organisation´s capacity, the intervention logic, appropriateness of the budget, etc. For projects in the field of development communication and education in Austria, different eligibility criteria apply. Deadline
In general, EC closing dates apply. The applicant has to notify the ADA about the submission to the EC. Different regulations may apply depending on the relevant EC budget line. For more information, please refer to the ADA “Guidelines” and “Explanations” for this funding scheme.

Application and Procedures
Please note: The application process varies depending which EC budget lines apply (see “Tips”). Applications shall be submitted to the ADA NGO co-operation desk (see “Contact”) in the original paper copy as well as electronically, using the standardized templates only. Concept notes must only be submitted per e-mail. Templates of the relevant application documents are available on the ADA web site.
Languages
The language used in the project application is subject to EC regulations. The application summary must be submitted in German.
