Background

Since 2004, the Austrian Development Agency (ADA) has been responsible for implementing all programmes and projects within the framework of the Austrian Development Co-operation (ADC). The ADA works closely with non-governmental organisations and provides access to grants for a range of activities in ADC priority and other developing countries. In 2004, the ADC implemented a new funding scheme called “Einladung zur Einreichung von Förderungsansuchen (EEF)” or Calls for Proposals. This instrument aims to bring more transparency, flexibility and efficiency into the project selection and funding of the ADC.


Types of Grant

Financing of NGO projects in priority countries or regions of the ADC (according to the current “Austrian Development Co-operation Three-Year Programme”) and in other developing countries.


Grant Size

Project proposals with a financial volume in the range of Euro 50,000 to Euro 1,800,000 will be prioritised. Administration costs must not exceed 10% of the total costs (up to a maximum of Euro 160,000).


Own Contribution

The implementing organisation or local partner must contribute to the overall project costs as well as with staff, services and equipment. See relevant Call for Proposals for details.


Funding Priorities

Eligible project proposals must demonstrate that their implementation will contribute to the realization of the “Three-Year Programme”, as well as the thematic and geographical sub-programmes.

As a general rule (see Call for Proposals for details) projects must, in accordance with the Millennium Development Goals (MDGs) and the current Three-Year-Programme of the ADC, be primarily aimed at:

  • Poverty reduction
  • Sustainable management of natural resources
  • Gender mainstreaming
  • Promoting human rights, conflict prevention and peace-building
  • Good governance and democracy
  • Developing and enhancing the target groups’ own development capacity
  • Strengthening local institutions
  • Strengthening health and social institutions, in particular those catering for the needs of persons with disabilities
  • Combating HIV/AIDS and its direct consequences.

Projects must be self-contained and have clearly defined goals which can be realized in an adequate period within the specified budget. Moreover, projects must demonstrate their sustainability, with local capacity building being an integral part of all activities. Gender and environmental aspects should be mainstreamed into the project wherever possible.

 


Grantmaking Criteria
  • A detailed set of criteria will be published with each Call for Proposal. In general, grantmaking criteria will be in line with the ADC’s programmatic guidelines. The following general criteria apply:

Formal criteria

  • Demonstrated experience of the applicant in implementing development projects
  • Rules and criteria with regards to the project and submission followed accordingly

Thematic/qualitative criteria

  • Sector / country programme, focus of Call for Proposal
  • Funding priorities according to the “Three-Year Programme”
  • Target groups
  • Local partners, capacity building elements
  • Sound intervention logic, coherence and time frame of the proposal
  • Sustainability

Financial criteria

  • Adequacy of the budget and own contribution

Please note, that the applicant has to be a legal entity, i.e. a foundation, an association, local authority or another public institution or development organisation. Organisations or institutions from developing countries may also apply, if they have sufficient administrative capacity and if the projects strengthen local civil society. Application and Procedures

Calls for Proposals will be published on the ADA web site (www.ada.gv.at) at least three months prior to the deadline for submission of proposals. Please follow the application procedure published with each Call for Proposal. Organisations whose project proposals have been pre-selected by the selection committee will usually be notified within three months of submission of the proposals. All pre-selected organisations will then be invited to detailed negotiations with the ADA, after which the successful applicants will sign the grant agreement.

Tips

Interested organisations should stick as closely as possible to the rules and eligibility criteria published with the Call for Proposals. All project proposals must convincingly demonstrate that their goals are strategically connected to the ADC “Three-Year Programme” and its priorities. The project title should demonstrate this connection as well. Please consult the ADA web site regularly for any update regarding the Calls for Proposals and any information sessions that might be provided.
