A good starting point for investigating possible partnerships may be the multiple NGO Platforms in Europe.  European national NGO platforms are associations of organisations in that country who work in the field of development cooperation.  The platforms can serve as entry points into sometimes large and extensive networks of national NGOs. In addition, such platforms can also offer useful tips and advice to NGOs on how to apply for co-financing from their national governments or other implementing agencies.
