Background
Several times a year, the MFA announces a call for proposals. Projects submitted by NGOs should address the countries where Poland’s foreign assistance programme is directed.
In 2009, Poland funded approximately 4 million PLN (€971,208) towards projects in Africa that dealt with:
- Human resources development and support of local administration
- Post-conflict rehabilitation
- Education and health (in particular to combat HIV / AIDS, tuberculosis, malaria, and fistula)
- Agriculture and rural development
- Access to drinking water and improved sanitation
Grant Size
In 2009 funds allocated to implement aid projects amounted to approx. 22,850,000 PLN (€5.5 million).
In 2008, the Ministry of Foreign Affairs funded 99 Polish Aid projects worth 25,000,000 PLN (€6 million).
Own Contribution
For projects with a grant application of up to 250,000 PLN (€60,653), the applicant must provide at least 5% of the project through own contributions.
For projects above 250,000 PLN (€60,653), the applicant must provide at least 10% of the project’s value.
Funding Priorities
Basic principles must be adhered to when implementing activities funded by Polish development assistance, including:
- To have a comprehensive approach when sustainable development taking into account elements of: development, integrating economic growth, social development and respect for equality opportunities and environmental protection
- Vary the forms of assistance, depending on the needs of developing countries and countries undergoing political transformation
- Ensuring the active participation of project partners of Polish development aid
Grantmaking Criteria
The grant can apply to all entities that meet the criteria defined in the Rules of the competition and competition documentation.
Applicants may submit up to five project proposals as they relate to one or more beneficiary countries. The evaluation is conducted in accordance with the provisions of the Act on public benefit and volunteerism, and public finance law.

Guidelines
To facilitate the project proposal writing process, the MFA has published guidelines for NGOs. They are in Polish and can be found here.
Project Duration
Maximum one year.
Deadline
Various. In 2009 the deadline was 19th February. Accepted projects had to have been implemented by 31st December 2009.
Application Forms
The applicant must first register on the online portal and then complete the online application form. Within one month after submission the Ministry of Foreign Affairs checks all submitted projects. Then each project is read by two independent experts and discussed by all members of the committee. An independent observer from the NGO sector participates in the evaluation to assure transparency of project selection. This independent observer is designated by the Council for Cooperation with NGOs.

NOTE: For project applications which are to be implemented in the Palestinian Authority, a detailed project description, budget and schedule must be submitted in English.
Tips
Each NGO may submit more than one project proposal for a particular country as long as it covers more than one subject.
