Background
To date, only a specific round of calls for proposals for NGOs has been made: "Support for Development Cooperation Projects in Recipient States as Determined by the Republic of Latvia" of 2008, whose total funding was LVL 100,000 (€140,000). Projects implemented under this grant were supposed to provide a good opportunity for Latvian non-governmental organisations to develop cooperation with partners in recipient states, passing on their experience and knowledge gained during Latvia's development and reform process.
In 2009, five projects received financial support from the MFA in the areas of migration and citizenship, education, the financial sector and judiciary training.
Grant Size
Minimum grant size: 5 000 LVL (€7,000).
Maximum grant size: 20 000 LVL (€28,000).
Own Contribution
No contribution is requested from the applicant’s own funds unless the applicant wants to do it.

Grantmaking Criteria
The Ministry of Foreign Affairs draws up terms of competition, terms of evaluation and implementation procedures of grant project tenders and works out a project application form in accordance with the ‘Law on International Assistance’. In order to evaluate the submitted projects, the Ministry summons a group of independent experts that are qualified to evaluate project applications.
After the most eligible project applications are identified and selected, the Ministry signs agreements with the project implementers. Project implementers carry out the projects in accordance with the agreements. The Ministry or the respective Latvian Embassy in the recipient country monitors and assists in project activities, if necessary. After the completion of the projects, final reports are submitted to the Ministry.
In the future, after the call for proposal is published, applicants should prepare a project submission for the grant tender, which will then be evaluated by the Tender Evaluation Commission.1

The NGO call for proposal was launched on 3 September 2008, and the deadline was four weeks later, on 30 September 2008.
