Background
To date, Lithuania has no formal funding scheme which supports the actions of Lithuanian and foreign non-governmental organisations in developing countries.
However, the Development Cooperation and Democracy Promotion Programme which exists finances projects promoting democracy, security and stability in the partner countries, as well as to enhance political, cultural, economic and social relations of Lithuania with the priority countries. The Development Cooperation and Democracy Promotion Department is responsible for its implementation and coordination and also for the development of the calls for proposals.
Pursuant to the ‘Guidelines for Lithuanian Development Cooperation Policy for 2006-2010’, the Commission for Development Cooperation and Democracy Promotion Programmes and Projects’ must approve the Calls for proposals. In 2010, the Ministry of Foreign affairs invited a call for proposal for the implementation of projects in the province of Ghor in Afghanistan.
Grant Size
The maximum amount of funds to be distributed in 2010 was 150 000 LT (€43,443). This does not apply for proposals to implement projects in Afghanistan, in this case grants can be bigger then 150 000 LT. Amounts differ each year.

Funding Priorities
In this 2010 call for proposal there were three thematic priorities:
- Support for good governance, strengthening of administrative capacity.
- Support for social development and health care through creation of preconditions and strengthening human resources.
- Support for education and development of community’s public spirit
Grantmaking Criteria
Applicants should be Lithuanian or foreign natural or legal entity.
Guidelines
Calls for proposals are announced in the supplement “Informational notices” of the Official Gazette. Calls for proposals, forms for filling out applications, requirements and/or instructions for filling out applications, other additional information is also announced on the Ministry’s website. Calls for proposals to submit applications may also be announced in other media.
Project Duration
The deadline was 5 March, 2010. The proposal has to be sent no later than on the last date for the submission of applications specified in the calls for proposals (this is evidenced by a post stamp on the envelope signifying the date of dispatch).

After publication, applicants have 30 days to submit applications.
Application Forms
The application form should be submitted together with the annexes specified in the form by email to projektai@urm.lt and also by post.
Application and Procedures
The applicant NGO should send the applicant directly to the Department. Upon receipt of application, the Department, guided by the application assessment criteria, must carry out an administrative assessment of application: to identify whether the application was sent on time, is properly filled out and has all obligatory supplements. If the application was delayed, the applicant will be notified within five working days (by email/fax/mail). If the application meets the criteria, a comprehensive assessment of the application will be made by at least two employees of the Department.
