Background
The Forum of Migrant Organisations (FORIM) is a national platform that brings together more than 30 networks, federations and groupings of development NGOs with a migration background which work on development cooperation projects in the South and on integration activities in France. It aims to join all sections of French civil society in order to contribute to the inclusion and integration of people of immigrant origin into France. FORIM represents about 700 associations working in Africa, Asia and the Caribbean.
PRA-OSIM provides technical assistance and co- financing in conjunction with the Department of Immigration, Integration, National Identity and Cooperative Development for local development projects. Its objectives are to:
- Encourage OSIM to engage in public policies of international cooperation and in local development plans.
- Develop partnerships for local development.
- Enable OSIM to play a role among international cooperation actors.
- Co-finance local development projects carried out by the OSIM.
- Enhance and leverage co-development practices of the OSIM.
Since its inception in 2003, the total amount of funds that have been released under the PRA-OSIM for projects is €861,479. 159 requests for co-financing have been made and 66 projects were co- funded.
Grant Size
The total project budget should not exceed €120,000 and the grant application is capped at €15,000. In all cases, the grant can not represent more than 70% of the total project. Projects resources can only allow one provisional resource to come from Department of Immigration, Integration, National Identity and Cooperative Development funds.
Own Contribution
The applicant must contribute at least 10% of its own resources.
Funding Priorities
Every year the steering committee decides on funding priorities. Eligible sectors and thematic areas include:
- Health
- Social Development, Youth and Sport.
- Water and sanitation.
- Environment.
- Education and vocational training.
- Economic development: income generation activities
- Local development
- Civil Society capacity building (including access to legal and human rights).
- Culture
Project Criteria. The projects concerned are ones which:
- Are local development projects carried out by International Migrant Solidarity Organisations (OSIM).
- Have the co-financing capped at 70% of the total budget and €15,000 corresponding to the scale of micro-projects.
- Are aimed towards a country of the Priority Solidarity Zone (outside Haiti, Mali, Senegal and Comoros are supported by other systems).
- Have a total budget not exceeding €120,000.
- Ensure the implementation period is one year.
- Ineligible Applicants:
- Individuals
- Individuals from a national association.
- Political parties
Ineligible projects:
- Ones which are political, partisan or denominational in nature
- Ones which subsidise directly or indirectly a private corporation
Or, projects which are aimed exclusively at the following:
- Creation of a company
- Operation of a company
- Preliminary studies, assessments
- Group Travel.
- Support logistics (transport, containers, vehicles, etc...)
- Sending materials (medicines, books, etc…), or private collections.
- Construction or rehabilitation of infrastructure
- Organisation of symposia, seminars
Grantmaking Criteria
The applicant must be a French NGO which is non-profit, apolitical and independent from any trade unions. It must be composed of a team of mostly immigrants or which work immigration issues in France or in the South.
The applicant’s request (commencing on the day of publication in the Official Gazette), is not required to be a minimum of three years. OSIM manages the projects in its technical and financial capacity.

Project Duration
The duration of a project is one year.
Deadline
PRA-OSIM operates through calls for proposals. There is, in principle, one call for proposal per year. In 2009, a call for proposal was published in January; for 2010, it will be launched in May. The call for proposal is general. It does not target certain countries or sectors.
Application Forms
It consists of an administrative application form on the OSIM and a technical and financial application form on the project. The OSIM wanting to participate in the call for proposals can either:
- Obtain the application from one of the advised support operators.
- Download it from the site: www.forim.net .
Application and Procedures
- The applicant must use a certified supporting agency advised by FORIM
- Send the application by registered mail with a return receipt.
- FORIM will send an acknowledgment mail to the applicant.
- Pre-selection: First reading of the application by the Technical Secretariat: verification of eligibility criteria related to the project and the applicant.
- In case of eligibility, there will be an appraisal by two members of a Joint Review Committee. Composed of 16 members divided into two joint colleges, it is composed of a panel of reps from OSIM, ISOs, local authorities, donors and development institutions. After examining the applications, members deliberate over the eligible applications and ultimately decide whether or not to allocate the co-financing.
- Consideration of the draft by all members of the PEC for decision.
- The FORIM sends a response to the applicant and a copy to the support operator.
- Signing of a grant agreement between FORIM and the beneficiary OSIM.
