Background
The Czech system for NGO funding is becoming more centralised. NGOs can receive funding from the Czech Development Agency through public tenders, while the Ministry of Foreign Affairs is responsible for grant schemes for development projects. The following overview concerns the latter instrument, which deals mainly with the co-funding of small projects of development education in the Czech Republic.
Grant Size
Under the grant scheme of 2010, the following envelopes have been approved:
- Capacity building – CZK 7 million (approx. € 272,000)
- Development Education – CZK 12 million (approx. € 465,000)
- Support to NGO platforms – CZK 2,6 million (approx. € 100,000)
Own Contribution
In most cases, up to 80% of the costs are funded by the Czech foreign aid budget. As a general rule, the applicant must provide at least 10% of the total project costs.
These grant schemes might be either 100% funding (usually activities in the Czech Republic such as awareness raising and education) or co-funding (usually operations in the field). The grant schemes for projects in the field might be either with most funding provided from the Czech Republic or with funding from another donor (so-called trilateral cooperation, such as with the EU).
Funding Priorities
This grant scheme focuses on three areas:
1. Capacity building and promotion of partnerships between development NGOs
2. Development education and public awareness
3. Support for umbrella organisations (platforms) of development NGOs
All projects focus on domestic issues connected to development cooperation.
Grantmaking Criteria
Support is given to the development activities of Czech NGOs or international NGOs with a Czech legal status. Moreover, the guidelines specify that the Czech NGO must fulfil certain criteria to be eligible for funding from the Ministry of Foreign Affairs:
- The applicant must be registered according to Czech law for non-profit and non-governmental organisations
- The applicant must be non-profit or have co-operative objectives. It must possess a democratic structure with open membership as well as a constitution and an elected committee
The proposed project must be in accordance with the Czech development cooperation programme.

Project Duration
One year (January – December).
Deadline
Usually all MFA grant schemes are announced in September (for the following year) and the deadline is in November.

All the above mentioned Grant Schemes are focused on activities related to the Czech Republic and only Czech legal bodies are eligible for funding. For applicants from developing countries, the Czech Republic does not provide grants. However, it possible to apply for contracts for goods and services through public tenders.
