EU News: DSW undertakes fourth Action for Global
Health (AfGH) fact-finding visit
27 September – 1 October
DSW - in collaboration
with the European Public Health Alliance (EPHA)- conducted a fact-finding
visit on Health Aid Effectiveness to Mozambique. This mission was the
fourth of six combined advocacy and fact-finding visits to be implemented
in 2010 under the commission of AfGH- the European Network of health and
development organisations. The missions assess the effectiveness and
impact of European health aid in developing countries in order to provide
global health advocates with concrete evidence from the South. DSW met
with all the relevant stakeholders including the Ministry of Health and
the Ministry of Finance, key parliamentarians, donors to the health sector
and Civil Society. DSW advocated for the meaningful engagement of Civil
Society in decision-making and funding processes, increased funding for
advocacy capacity-building and partnership building among CSOs, as well as
increasing the impact of European aid with regard to country progress
towards the Health MDGs a! nd Universal Access to Primary Healthcare. For

EU News: European Commission pledges $452.3 million
to the Global Fund to Fight Aids, Tuberculosis and Malaria (GFTAM) for
2011-13
5 October
At the third voluntary replenishment
GFTAM conference in New York, donors consisting of more than 40 countries,
the European Commission, faith- based organisations, private foundations
and corporations pledged a record amount of 11.7 billion dollars for
2011-13. Andris Piebalgs, the European Commissioner for Development stated
that, "Today, we can turn our commitments into actions. Creating more and
inclusive growth in developing countries to reach the MDGs can simply not
be achieved without a healthy population. The EU will continue to support
the Global Fund in the fight against these deadly diseases." Aside from
the European Commissions pledge of $452.3 million, EU member states
Denmark, Finland, France, Germany and Luxembourg have made individual
pledges amounting to $2.4 billion and the Netherlands and United Kingdom
have combined projected donations of $901.2 million. For more information

EU News: The European Parliament Working Group on
Reproductive Health, HIV/AIDS and Development (EPWG) hosts presentation of
a quantative study showing how increased family planning will decrease
maternal mortality
6 October
The Guttmacher Institute and UNFPA
presented their joint report, ‘Adding it up: The Costs and Benefits of
Investing in Family Planning and Maternal and Newborn Health,’ at an
evening event hosted by the EPWG at the European Parliament. This report
highlights the urgent need to expand both family planning services and
maternal and newborn care in the fight against maternal mortality; the
projected figures provided in the report have and will continue to be used
as a powerful aid for sexual reproductive health and rights advocates.
President of the EPWG, Dutch MEP Sophie in’t Veld (ALDE), congratulated
the hard work put into this report and the clear message it projects. She
also used this opportunity to reassert that reduction in maternal
mortality in the developing world cannot be achieved without the political
will of key decision makers in the European Union, thus the continuation
of informing and educating political leaders of these harsh realities is
integral to saving t! he lives of hundreds of thousands of mothers every

EU News: European Parliament Plenary votes in favour
of language adhering to a woman’s right to exercise full control over her
reproductive health in Sub-Saharan Africa Health report
7 October
During the European Parliament
mini-Plenary session held in Brussels on the 5-6th October, important
votes were made upon the textual amendments concerning MEP Veronique De
Keyser’s report entitled ‘Health Care Systems in Sub-Saharan Africa and
Global Health.’ On the 30 August, anti-choice amendments were voted
against in the EP’s Development Committee and paragraph 6, which points
out that ‘women have the right to exercise full control over matters
relating to their reproductive health, as regards procreation,
contraception, abortion or sexually transmitted diseases…’ was voted to be
kept in the report. This plenary session saw further success as the
paragraph was adopted by the full parliament. For the full report, please

EU News: European civil society and EU civil
servants address technical challenges in achieving MDG 5b at Countdown
2015 conference
7 October
In Brussels, technical experts from the
European Union (EU) Member States, the European Commission, UN agencies,
and civil society organisations convened in the framework of a conference
organised by the Countdown 2015 network to map strategic steps forward in
the progress towards the lagging MDG 5b (‘universal access to reproductive
health’). In light of the recently renewed international commitment to
achieve the MDGs, this one-day meeting organised by IPPF European Network
was an excellent opportunity to focus upon the more technical aspects of
the challenges ahead. As the European Commission currently channels the
majority of its development aid via direct government budget support, one
of the important outcomes of this meeting was recognising the urgent need
to improve the effectiveness and transparency of this method. This is a
fundamental step to ensure southern governments spend money on
reproductive health services- an integral component in the global fight to
