EU News: IAVI and European Commission HIV Vaccine
project makes vital links to family planning
7 September
The IAVI (International Aids Vaccine
Initiative) and the European Commission’s DG EuropeAid hosted a lunch-time
conference entitled ‘Building Local Capacity and Ownership in the
development of HIV vaccines in South Africa’. This event discussed the
European Commission funded ‘Partnerships for Preparedness project’, which
has sought not only to mobilize support for HIV vaccine research but also
has increased and improved the participation and conduct of the vaccine
trials. The talk shed light upon important linkages between HIV testing
and family planning. In these EC funded clinical trials, groups of young
women are not just tested and educated about HIV but are simultaneously
being provided with family planning education and awareness. For more

EU News: European Parliament’s Budget Committee
scrutinises proposed SRH amendments to the EU’s budget 2011
8 September
Individual MEPs, political groups as
well as the EP’s specialized Committees, such as the Committee on
Development (DEVE) and the Committee on Women’s Rights and Gender Equality
(FEMM), were invited to submit their draft budgetary amendments to the
Budget Committee. All in all, over 1,000 such amendments were received.
These included several that aim to increase funds for sexual and
reproductive health in developing countries under the EU’s Development
Cooperation Instrument (DCI). Furthermore, the Budget Committee received
141 proposals for so-called “pilot projects”, one of which was tabled by
the DEVE Committee and focuses on fighting maternal mortality in Rwanda.
All these proposals are now under scrutiny by Members of the Budget
Committee before being voted on during the 28-30 September session. For

EU News: The European Parliament Working Group on
Reproductive Health, HIV/AIDS and Development hold innovative meeting for
MEP Assistants

The European Parliament Working Group
on Reproductive Health, HIV/AIDS and Development held a meeting open to
all MEP Assistants. This meeting, with contributions from the EPWG
Secretariat Marie Stopes International, DSW and the European Parliamentary
Forum (EPF) was a successful introduction to a potential series of future
meetings in which MEP assistants are informed on issues surrounding SRHR
in developing countries and ideas are shared concerning action that can be
taken at the EU level. This first meeting included presentations on how
SRHR and family planning are integral components of development and are
inextricably bound to the achievement of each MDG. Furthermore the
participants were provided with detailed information pinpointing the
location of SRHR in the EU’s budgetary procedure and how this can be
potentially increased. During this meeting three Assistants had the
opportunity to present their findings from a recent EPF study tour to

Upcoming Events: MEP Michael Cashman to speak at
side-event at MDG summit in New York
22nd September
British MEP Michael Cashman, a
strong SRHR advocate and rapporteur of the recent MDG report in the
European Parliament, will be one of the five panelists at the MDG
side-event‘1.8 BILLION STRONG: YOUNG PEOPLE DRIVING THE MDGs’ organized by
UNFPA, IPPF and the Inter-Agency Network for Youth Development in
collaboration with the Permanent Mission of Mexico to the United Nations.
The aim of this high level panel is to address the importance of
prioritising and investing in young people in accelerating the progress of
the MDGs. During this panel discussion particular attention will be given
to the importance of social investments in young people’s health and
education in order to promote gender equality, reduce maternal mortality
and reverse the rising HIV pandemic. For further information please see

EU Resources: European Commission publishes an
overview of their contribution to the MDGs
16 September
Four days ahead of the UN High Level
MDG Summit the European Commission released a publication which summarises
how EU programmes have contributed to the progress of the MDGs thus far.
In regards to MDG 5, the Commission acknowledges that contribution to
improving maternal health, including SRH is reached via support to help
strengthen health policies and family planning services on a national
level. This is in line with the Commission’s development strategy of
promoting ownership and increased responsibility of the national
governments, achieved by delivering aid primarily through budget support
as well as supporting NGOs and UN agencies. Statistically the Commission
has recognised that since 2004 their support has accounted for more than
10 million reproductive health consultations and more than 4 million
births attended by skilled health workers. For access to the complete
