EU News: Council of the European Union adopts
position on the draft budget 2011
12 August
EU Member States delegations to the
Council of the European Union voted on the European Commission's proposal
for the draft budget 2011 and adopted their official position. The
Council's reading reduced the overall amounts proposed by the Commission
in April both in commitments and payments - however, the Austrian, Czech,
Danish, Finish, Dutch, Swedish and the United Kingdom delegations voted
against the final position, claiming that there should have been even
deeper cuts. With regard to the budget line relevant for SRHR advocates,
the Council leaves the commitments as proposed under the health budget
line 21 05 01 01 untouched, but wants to cut the payments for 2011 by 3
million EUR. As a next step in the annual budget cycle, the European
Parliament and its specialized Committees will discuss amendments to the
Council's position in September, and MEPs are expected to adopt their
final position by the end of October. For more relevant information on the

EU News: European Parliamentarians undertake a SRHR
fact-finding mission in Cambodia
22-28 August
Four parliamentarians from Belgium,
Germany, Latvia and Spain, under delegation from the Action for Global
Health network (AfGH) and the European Parliamentary Forum on Population
and Development (EPF) are participating in a week-long fact finding
mission to Phnom Peni, Cambodia. There is strong focus on supporting
parliamentary involvement in development cooperation decision making,
especially in light of achieving the currently off-target health MDGs.
This especially concerns MDG 5, to reduce maternal mortality and achieve
universal access to reproductive health. The European delegates will meet
with representatives from ministries, national authorities and UN
agencies, while activities include a development partners’ roundtable to

Upcoming events: Development Committee vote on the
‘Health Care Systems in Sub-Saharan Africa’ report
30 August
As the summer recess comes to a close,
the European Parliament (EP) are preparing to commence their Autumn
Session next week. The first meeting of the Development Committee will
take place during the afternoon of Monday 30th August. Belgian MEP
Veronique Dekeyser’s report ‘Health care systems in Sub-Saharan Africa’
will be put to vote. Of particular importance is paragraph F5 as it takes
a firm position and contains strong language regarding sexual and
reproductive health rights. It states that ‘women have the right to
exercise full control over matters relating to their reproductive health,
as regards procreation, contraception, abortion or sexually transmitted
