EU News: EU officials debate ways towards achieving
MDG 5 at European Parliament hearing
1 June
During the European Parliament (EP) hearing
on the EU process towards the UN summit on the Millennium Development
Goals (MDGs) in September, an event hosted by MEP Gay Mitchell (EPP), EU
officials and invited stakeholders from civil society and academia
discussed the Union's approach towards the achievement of the MDGs by
2015. A special emphasis was given to the role of health and education in
the EU's development cooperation. Mr. Stefano Manservisi, Director-General
of DG Development in the European Commission, underlined that MDG 5
(Improve maternal health) can only be achieved with the help of budget
support and a strong involvement of the EU's partner countries in the
developing world. He also stated that while sector budget support to
health might appear better than general budget support, the latter is
needed for investments in sectors such as infrastructure in order to

EU News: African Union-EU Annual Meeting of
Commissioners produces joint statement on the Millennium Development Goals
(MDGs)
8 June
Commissioners from both the African Union
and the European Union recently held their annual meeting to discuss the
Joint Africa-EU strategy, launched in 2007. The meeting covered
wide-ranging discussions on the most pressing political topics and policy
challenges that face the two continents presently. In preparation for the
UN MDG summit which is to be held in September, the Africa-EU meeting
finalised details for a joint Africa-EU Declaration on the MDGs. The
Declaration assures that both sides will “work together in the field of
health on key challenges, including the access to essential medicines,
sexual and reproductive health and rights, maternal and child health and
promote a comprehensive and integrated approach to all MDGs”. The joint

EU News: Participants of European Commission's
High-Level Conference on Global Health discuss the right to maternal
health
10-11 June
At the European Commission's High-Level
conference on Global Health, about 300 participants came together in
Brussels to discuss the EU's latest policy documents on Global Health and
how the Union could most effectively engage to improve health at global
level. During one of the workshops, senior officials from all over the
world exchanged views on health as a human right, with a focus on the
right to maternal health and the crucial gender dimension of this
approach. As one of the panelists, Green MEP Heidi Hautala, Chair of the
Subcommittee on Human Rights in the European Parliament, stressed that
Sexual and Reproductive Health and Rights (SRHR) is too often neglected,
and that the EU must keep a high profile on pushing for it on a global

EU News: EU Development Ministers adopt Council
conclusions on MDGs and EU Gender Action Plan

The Development Ministers of the 27 EU
Member States agreed on Council conclusions on the Millennium Development
Goals (MDGs), which constitute the EU's position for the UN High-Level
Plenary meeting on the MDGs in September and beyond. As such, the
conclusions acknowledge the need for prioritising the MDGs most off-track
and recognise the impact of maternal health on the achievement of other
areas. Furthermore, the Council recognises the need for a rights-based
approach towards the MDGs and for meaningful and strong partnerships with
civil society organisations. As an annex to the conclusions, the Council
also adopted the "EU Plan of Action on Gender Equality and Women's
Empowerment in Development" for 2010-2015, of which one of the specific
objectives is to strengthen EU support to partner countries in their
efforts to achieve MDG 3 (Promote Gender Equality) and MDG 5 (Improve
Maternal Health). In particular, the EU strives to increase support and
expertise in health, addr! essing maternal mortality and universal access
to reproductive health by adopting guidelines for specific policy dialogue

Upcoming Events: European Parliament Plenary vote on
Millennium Development Goals Resolution
15 June
The motion for a resolution entitled
‘Progress towards the achievement of the MDGs: midterm review in
preparation of the UN high-level meeting in September 2010’ is to be
debated upon during the Strasbourg Plenary session on 14 June, in
preparation for a final vote scheduled to take place the following day. It
calls on all Member States and the Commission to “reverse the worrying
decline in funding for sexual and reproductive health and rights in
developing countries and to support policies on voluntary family planning,
safe abortion, treatment of sexually transmitted infections and the
provision of reproductive health supplies consisting of life-saving drugs

Upcoming Events: 35th Session of the ACP-EU Council
of Ministers to sign agreement on 2nd revision of the Cotonou
Agreement
21-22 June
The second revision of the Cotonou
Agreement which is the most comprehensive partnership agreement between
developing countries and the EU is to be one of the agenda topics set for
the ACP-EU Council of Ministers meeting. The revision contains added
provisions which secure heightened emphasis for universal access to sexual
reproductive health commodities, developing gender sensitive HIV/AIDS
programmes and scaling up HIV/AIDS prevention which addresses the specific
needs of women. In addition, the meeting plans to include an exchange of
views and prepare for a common statement on the Millennium Development

Upcoming Events: G8 Summit focuses on Maternal and
Child Health
25-26 June
The G8 summit which is scheduled to
take place in Muskoka district, Canada, brings together the world’s major
advanced economies; among them the European Union (EU) and the EU Member
States France, Germany, Italy and the United Kingdom. The EU itself will
be represented by the President of the Commission, José Manuel Barroso,
and the President of the European Council, Herman Van Rompuy. The summit
will focus on development policy issues, including progress towards the
Millennium Development Goals and a Canadian initiative for maternal and

Resources: Concord’s Aid Watch report illustrates
the importance of ensuring effective European Aid in order to reach the
Millennium Development Goals (MDGs)

The report ‘Penalty against Poverty: More
and Better EU Aid can score Millennium Development Goals”, is part of a
broader range of work carried out by Concord, the European Confederation
for Relief and Development NGOs, to monitor and advocate on European Aid.
The report is divided into two parts: consisting initially of an analysis
of European aid quantity and quality, followed by a comprehensive section
offering an overview of each donor country’s aid profile. It emphasises
that despite notable progress towards the achievement of several of the
MDGs, others such as MDG 5 (improve maternal health) have lamentably not
