EU News: European Parliamentary Working Group on
Reproductive Health, HIV/AIDs and Development (EPWG) holds event ‘An EU
position for the Millennium Development Goals (MDGs) review’
14 April
The EPWG meeting chaired by its President
MEP Sophie In’t Veld in the EP discussed the EU’s position in preparation
for the forthcoming UN MDG Summit in September. Speakers included Ivan
Hermans, UNFPA, Nicola Harington, UNDP, Françoise Moreau, DG Development
of the European Commission and Michael Cashman, MEP. All the speakers
reiterated the importance of ensuring that Official Development Assistance
(ODA) remains a priority amongst EU member states. However they stated
that the achievement of the MDGs is also a national responsibility which
ODA should not absolve. Mr. Hermans from UNFPA spoke about the most
off-track MDG5 (maternal health) by saying that “all is not bleak but
there is still huge work to be done regarding the supply of
contraceptives”. He added that another major worry concerned the
“inequities which are preventing equal access to SRH education”. For more

EU News: European Commission Communication ‘EU role
in Global Health’ discussed at Global Health Policy Forum
15 April
As part of the monthly forums which the
DG Development of the Commission opens to civil society working in health,
the recent Global Health Communication was the main focus to see how EU
commitments can be translated into concrete action. The communication
which accompanies the April Package proposes an EU vision on global health
and presents a number of areas where the EU could act more effectively.
Within the Communication, the Commission proposes to formulate an
indicative list of priority countries which will receive increased
attention but it remains unsure as to how this will be implemented in
practice. One of the concerns voiced by civil society was the lack of any
sexual, reproductive health and rights (SRHR) language in the body of the
text. The Communication is expected to be adopted by the EU development

EU News: European Commission (EC) publishes April
Package
21 April
The EC’s “April package” intends to
prepare a common EU position in view of the forthcoming UN MDG Review High
Level Event. The package is composed of five staff working papers and a
“twelve-point EU action plan in support of the MDGs”. This Action Plan is
proposed to the EU and the member states and seeks to provide a blueprint
for the EU’s approach on how to achieve the MDGs. It includes: national
annual action plans on ODA, EU-internal “ODA Peer Reviews” and a list of
priority countries where needs in education and health are greatest and
sustainable policies can be supported. Thanks to the advocacy work of DSW
and its Brussels-based MDG5 partner organizations, the staff working paper
which focuses on MDG progress now contains much stronger wording on

EU News: Development Commissioner Piebalgs
represents the European Commission at the G8 Development Ministerial
meeting in Halifax, Canada
26-28 April
In addition to ministers responsible
for international development from EU member states France, Germany, Italy
and the United Kingdom, Commissioner Piebalgs demonstrated his commitment
to achieve the MDGs. Mr. Piebalgs used this opportunity to promote the EU
action plan proposed by the European Commission in support of the MDGs
ahead of the UN MDG Summit in September. Development ministers most
notably held debates on MDGs, maternal and child health, and
accountability and effectiveness of aid. Key outcomes of the G8
development meeting aim to exert a strong influence on the final shaping

EU News: EU-US re-launches their dialogue on
development
26 April
After an inactive 12-year period, the
EU-US development dialogue which outlines cooperation between the world’s
two largest donors of aid was re-launched in Washington by Development
Commissioner Piebalgs and USAID Administrator Dr. Rajiv Shah. Three areas
of action have been identified: food security, climate change and the
Millennium Development Goals. During the meeting, the EU and the US agreed
on three roadmaps for cooperation in the next two years including the
‘Roadmap on the Millennium Development Goals in 2010-2011’. This roadmap
states that there should be ‘coordination and collaboration on respective
Gender Equality policy and action plans, since maintaining and even
accelerating progress in gender equality and women's empowerment remains
essential to the overall MDG effort.’ More information on the roadmap can

EU News: Commission presents Draft Budget 2011 – 65
Million EUR for Millennium Development Goals

In his presentation to the Budget
Committee of the European Parliament (EP), EU Commissioner for financial
programming and budget, Janusz Lewandowski, outlined the main points of
the EU draft budget 2011. A major commitment of new aid allocations was
made under the Development Cooperation Instrument (DCI), where an
additional amount of 65 million EUR is to reinforce the EU pledge at the
UN summit on the Millennium Development Goals (MDGs). The two arms of the
EU’s budgetary authority, the Council of the EU and the European
Parliament, are expected to adopt their positions on the Commission’s
proposal on the draft budget in June and October respectively. For more

Upcoming Events: Millennium Development Goals (MDGs)
Report to be voted on in the European Parliament (EP) Development
Committee (DEVE)
10 May
The report entitled ‘Progress towards the
achievement of the MDGs: midterm review in preparation of the UN
high-level meeting in September 2010’ includes a specific section on
priority MDG targets, notably for the health MDGs. The EP DEVE Committee
will vote on the report and the text will be sent to the Plenary for a
final vote on 15 June. The report calls on ‘all Member States and the
Commission to reverse the worrying decline in funding for sexual and
reproductive health and rights in developing countries and to support
policies on family planning, abortion, treatment of sexual diseases and
