EU News: European Commission’s Gender Strategy
demonstrates strong commitment to the Cairo Programme of Action
21 September
The European Commission released a
communication to the European Parliament, the European Social and Economic
Committee (EESC) and the Committee of the Regions entitled ‘Strategy for
equality between men and women 2010-15.’ Chapter 5 concerns gender
equality in external actions and makes strong recognition of the integral
role of women’s equality in achieving the MDGs. Furthermore it recommends
that the EU remains committed by ‘helping to attain the standards set by
the Cairo Programme of Action’, the groundbreaking consensus that
recognised access to sexual reproductive health services as a universal

EU News: EU member states re-affirm their commitment
to SRHR in statements at the high level MDG summit in New York
20-22 September
At the UN MDG Summit, several EU
member states have re-affirmed their support of MDG 5, to fight maternal
mortality and achieve universal access to reproductive health. In their
speeches Denmark, Finland and the Netherlands made specific reference to
both reproductive rights and maternal health while Hungary and Sweden
clearly stated that a reduction in maternal mortality will be a

EU News: EU member states sign UN Secretary
General's new Global Strategy on Women’s and Children’s Health
22 September
At the MDG summit in New York, UN
secretary general Ban Ki-moon released a ‘Global Strategy on women’s and
children’s health.’ This strategy sets out how partners will contribute to
achieve better health for women and children around the world by 2015. A
total of 40 billion US dollars has been committed over the next five years
and targets include preventing 33 million unwanted pregnancies.
Signatories include the EU member states France, Germany and the United
Kingdom, the European Commission did not sign. German commitments include
the development of a new initiative on Voluntary Family Planning with
resources to be made available for family planning and reproductive health
and rights. The UK has joined an alliance with Australia, the US and The
Gates Foundation to help 100 million more women satisfy their need for
modern family planning by 2015. Part of France’s commitments was a pledge
of 500 million euros for the period 2011‐2015 to the Muskoka Initiative on

EU News: Firm recognition of need to fight maternal
mortality at Committee on Social Affairs of ACP-EU Joint Parliamentary
Assembly (JPA)

The draft report ‘Achieving the MDGs:
innovative responses to meet the social and economic challenges’, was
discussed in the Committee on Social Affairs and the Environment of the
ACP-EU JPA. Co-rapporteurs Mr Odirile Mothale from Botswana and MEP Licia
Ronzulli recognised that in order to achieve the Millennium Development
Goals innovative responses are required to meet the social and economic
challenges. Ronzulli specifically mentioned that maternal mortality is a
core area and that women and children need to be placed at the centre of
poverty reduction strategies. MEP Ole Christensen re-enforced this by
recognising the integral role of ‘safe childbirth’ in achieving all the
goals. The report will be voted on in the JPA session from the 2-6
December is and open for amendments until the 27th October. The draft can

Successful European Parliament advocacy secures vote
in favour of 2 Million EUR increase for health in developing
countries
30 September
After nine months of joint advocacy
efforts of DSW, EPF and its NGO partners in Brussels and from all over
Europe, Members of the EP’s Budget Committee adopted a budgetary amendment
to the draft EU budget 2011, asking for an increase of 2 Million EUR for
health spending under the Development Cooperation Instrument (DCI). The
amendment specifies that the additional funds can be exclusively allocated
to programmes that place maternal health within a continuum of care,
including life-skills education, counselling, services and access to
supplies. As next steps, the European Parliament’s Plenary will vote on
the total of the budgetary amendments on 20 October, before the EP and the
EU Member States start negotiations on a joint text that will establish
the final budget for 2011 at the end of November. All the relevant
