EU News: DSW conducts national advocacy and resource
mobilization training in Indonesia
7-8 July
DSW together with AFPPD conducted a
training workshop in Jakarta, Indonesia under the AHEAD project funded by
the World Health Organization-funded. The workshop focused on improving
skills on advocacy project design and resource mobilization for advocacy
projects. During the training, DSW sought to identify synergies for the
AHEAD country-level work with the recently launched "Advance Family
Planning" project in Indonesia implemented by Johns Hopkins University in
Jakarta, by sharing the focus of their work with AHEAD participants and
participation throughout the training by AFP staff. For more information

EU News: MEP Veronique de Keyser urges the European
Union (EU) to ensure health is a priority
13 July
Socialist MEP De Keyser discussed the
findings of her recent report “Health care systems in sub-Saharan Africa”
during the latest Development Committee meeting of the European Parliament
(EP). After the successful advocacy work of DSW and its Brussels-based
partners, the report points out that “women have the right to exercise
full control over matters relating to their reproductive health”. During
the committee meeting Ms. De Keyser urged the EU to make health a greater
priority in its development cooperation, saying: “It's not a question of

EU News: DSW participates in European Commission
(EC) consultations on the MDG summit and the upcoming draft of the
“Communication on Accountability and Transparency”
14 July
During the civil society consultation
meeting, Ms. Françoise Moreau, the Head of Unit "Forward Looking Studies
and Policy Coherence" of the EC’s DG Development agreed to be open to
comments from CSOs in the preparatory stage of the UN’s MDG summit.
Although little concrete could be said about the preparations of the
summit, Moreau confirmed plans for a side event on “tax and domestic
governance in Africa”. Mr. Alf Friiso, Aid Effectiveness expert of DG
Development, encouraged CSOs to provide ideas on the upcoming
“communication on mutual accountability and transparency”. This
communication is foreseen to become the 4th Chapter of the EC’s
“Operational Framework on Aid Effectiveness”. For more information on the

EU News: DSW undertakes third Action for Global
Health (AfGH) fact-finding visit
19-23 July
DSW - in collaboration with the
Spanish Federation of Family Planning (FPFE) - conducted a fact-finding
visit on Health Aid Effectiveness to El Salvador. This mission was the
third of six combined advocacy and fact-finding visits to be implemented
in 2010 under the commission of AfGH- the European Network of health and
development organisations. The missions assess the effectiveness and
impact of European health aid in developing countries in order to provide
global health advocates with concrete evidence from the South. DSW
successfully advocated for country prioritization of health aid and for
country adherence to the International Health Partnership+ framework. More

EU News: Council of the European Union establishes
the European External Action Service (EEAS)
20 July
The Council of the European Union has
adopted a decision establishing the structure, organisation and
responsibility of the EEAS - an autonomous body of the EU aimed at
streamlining the EU's external action. Article 9 of the decision on
‘External Action Instruments and Programming’ states that the management
of the EU’s external cooperation programmes will remain the Commission’s
responsibility. However, the EEAS will be involved in several steps of the
programming cycle, for example with the Country and Regional Strategy
Papers (CRSPs). This means that the EEAS will be an important target for
Sexual and Reproductive Health (SRH) advocates in the future when
advocating to include health in the CRSPs. Article 9 also makes reference
to thematic programmes such as “Investing in People” (IiP) stating that
these will be prepared by the appropriate Commission service. The full

EU News: Maternal, infant and child health takes
centre stage at the 15th African Union (AU) Summit
24 - 26 July
European Commissioner for
Development, Andris Piebalgs attended the 15th AU summit gathering 53 AU
Member States in Kampala, Uganda to stress the need for more concrete
progress to meet the Millennium Development Goals (MDGs) in time. The
summit which focused on the most off-track MDGs (4 and 5 Child and
Maternal Health) comes at a timely moment as both Africa and the EU are
preparing for the High Level Summit on the MDGs taking place in September.
Ahead of the summit, Commissioner Piebalgs said “today more than half a
million pregnant woman die in the world every year. Protecting the mothers
and promoting the right to health for everybody are priority objectives
