EU News: DSW participates in European Commission
(EC) Civil Society Organization (CSO) ‘Consultation Process in Preparation
of an EC Reference Document’
30 June
EuropeAid, the EC Directorate-General
dealing with implementing the external aid instruments, invited CSOs to
participate in a consultation process for the forthcoming EC reference
document “Engaging Non-State Actors in New Aid Modalities for better
results and accountability.” Besides sharing first findings, case
material, and guidance, the EC also encouraged participants to engage in
discussing shortcomings of the presented draft proposal. On this occasion
Ms. Karen Hoehn, Director of DSW’s International Affairs Team, emphasized
the extent to which new aid modalities can hinder CSO involvement in
recipient countries. In cooperation with ‘The European Centre for
Development Policy Management’ (ECDPM), the document is directed towards
staff in EC delegations to provide guidance on Non State Actor involvement
in new aid modalities throughout the cycle of policy operations. The

EU News: Belgium advocates on behalf of the EU for
gender equality and women’s empowerment at the United Nations Economic and
Social Council (ECOSOC)
1 July
During the United Nations, ECOSOC General
Debate on "Implementing the internationally agreed goals and commitments
in regard to gender equality and the empowerment of women", the Permanent
Representative of Belgium to the UN advocated strongly to place gender
equality further on the international agenda and to feed the discussions
leading to the Millennium Development Goals (MDG) Review Summit in
September. He recognized that the EU remains convinced that the MDGs are
interlinked; however “maternal health represents the area where the least
progress has been made out of all MDGs, particularly in fragile states.”

EU News: UN creates single gender entity to promote
women’s empowerment
2 July
The UN has reformed its gender architecture
with the creation of a new gender entity – known as UN Women - in a bid to
accelerate the empowerment of women. This entity merges four UN offices
focusing on gender equality resulting with a stronger, more unified voice
on for women and for gender equality at the global level. The resolution

EU News: High-Level event identifies Reproductive
Health Supplies as essential in reaching the Millennium Development Goals
(MDGs)
6 July
The High-level Event on the ‘Importance of
Reproductive Health Supplies” identified that RH supplies are vital in
providing RH services. Being jointly hosted by Marie Stopes International,
Countdown 2015, and the Reproductive Health Supplies Coalition, the event
was attended by participants including Jean Claude Boidin, DG Development
of the European Commission and officials from the Ministry of Health,
Tanzania and the World Health Organization (WHO). The event recognized
that not only does the provision of RH supplies avert unwanted
pregnancies, but is also a cost effective way to save the lives of

EU News: Civil Society meeting at the World Bank
(WB) discuses Reproductive Health Action Plan
7 July
Cristian Baeza, the new Director for
Health, Nutrition, and Population Department at the WB held a meeting with
civil society. Mr. Baeza highlighted that a CSO consultative group to the
WB is being established in cooperation with Action for Global Health
(AfGH) - a network of European health and development organizations to
which DSW is a partner. A number of organizations, including EPF and DSW,
wanted to know about the next steps and resource portfolio allocated to
the WB’s recently launched Reproductive Health Action Plan. Mr. Baeza
explained that the WB was not able to allocate specific financial
resources to the Action Plan – the document will merely be used as a tool
for urging governments to invest in reproductive health. For more

EU News: European Parliament (EP) adopts resolution
on a rights-based approach to the EU's response to HIV/AIDS
8 July
The resolution which was adopted with an
overwhelming majority comes at a timely moment ahead of the XVIII
International Vienna AIDS Conference, and the United Nations MDG Summit in
September. The resolution recognizes that “women and girls continue to be
affected disproportionately by HIV/AIDS, with women accounting for
approximately 60% of HIV/AIDS infections in sub-Saharan Africa and
HIV/AIDS still being the leading cause of death and illness in women of

International Affairs discusses challenges surrounding funding for
Reproductive Health

took the opportunity to discuss the challenges faced when advocating for

Upcoming Events: International Aids Conference
‘Right Here, Right Now’
18 – 23 July
The International AIDS conference to
be held in Vienna is the largest international meeting on HIV, where every
two years 25,000 participants representing all stakeholders in the global
response to HIV meet to assess progress and identify future priorities. As
there is growing recognition of the importance of linking Sexual and
Reproductive Health, Rights (SRHR) and HIV/AIDS in order to reach the 2015
MDG targets, this conference will help keep HIV on the front burner, and
will be a chance to demonstrate the importance of continued HIV
investments to broader health and development goals. More information on

Resources: DSW Fast Fact: "The Annual Budget
Procedure of the EU: A Practical Guide for Sexual Reproductive Health
(SRH) Advocates"

DSW’s newest Fast Fact presents European
SRH professionals, both in national capitals and in Brussels, with
concrete entry points for increasing EU development funds for health. It
provides a step-by-step introduction to the new budgetary process after
the entry in force of the Lisbon Treaty in 2009 and identifies key
