EU News: DSW holds Regional Workshop on “Accessing
EU Funding for Reproductive Health Programmes”
14-16 June
IPPF Western Hemisphere has
commissioned DSW to facilitate a regional workshop on “Accessing EU
Funding for Reproductive Health Programmes”, which was held in Punta Cana,
Dominican Republic. The workshop aimed at increasing the understanding and
the commitment of the participants to secure and direct EU funds towards
SRHR activities in target countries. 20 participants from IPPF Western
Hemisphere and IPPF member associations in Guatemala, Colombia, Honduras,
Bolivia and the Dominican Republic participated in the training and an EU
Delegation representative was invited as a guest-speaker. As a result of
the three-day exercise, participants significantly increased their
knowledge of EU policies, funding mechanisms and opportunities for
Reproductive Health programmes, as revealed by a test questionnaire which
was filled in before and after the workshop. Participants also undertook
an evaluation of the workshop content, providing very positive comments
about the usefulness and ! the learning results of the training, which
might in the near future be duplicated in other countries. For more

EU News: European Parliament adopts resolution
“Progress towards the achievement of the MDGs: midterm review in
preparation of the UN high-level meeting in September 2010”
15 June
The resolution which seeks to galvanise
support towards reaching the 2015 Millennium Development Goals (MDGs) was
adopted with a majority during the Strasbourg Parliamentary Plenary
session. The report coherently addresses numerous thematic issues relating
to the MDGs, yet still reiterates the importance of interlinkages between
each MDG. For SRHR advocates the report dedicates a section to health and
notably calls on the European Commission and the Member States to “reverse
the worrying decline in funding for sexual and reproductive health and
rights in developing countries”. The text also supports progressive
policies, including family planning, abortion, treatment of sexual
diseases and provision of condoms. The full adopted text can be found

EU News: Members of European Parliament (MEPs)
decide on mandate for upcoming budget 2011 negotiations
15 June
During the Plenary session in Strasbourg,
MEPs decided on their priorities for the upcoming "trilogue" negotiations
with the EU Council of Ministers and the European Commission on the budget
2011. Polish MEP Sidonia Jedrzejewska (EPP), this year's budget
rapporteur, was given the mandate to focus on the EP's defined six
priorities, among them external policy and youth programmes. Without going
into details on the relevant health budget lines, MEPs considered the
proposed increase by the Commission for the Development Cooperation
Instrument (DCI) as appropriate. After the trilogue meeting on 30 June,
the Council will adopt its position on the Commission's draft budget on 15

EU News: European Council Summit adopts common EU
position on Millennium Development Goals (MDGs)
17 June
At the European Council Summit, EU Heads
of State and Government adopted an EU position in view of the forthcoming
UN High Level Plenary Meeting on the MDGs, taking place in September. The
EU leaders want to use this Plenary Meeting to achieve an agreement on
concrete actions for fighting poverty globally and agree that the
Conclusions of the Council of Foreign Affairs on 14 June provide the EU
with a strong common EU position. The EU reaffirms its commitment to
achieve development aid targets by 2015 and advises that this will require
“firm political commitment and concrete action”. The Conclusions can be

EU News: EU-ACP Council of Ministers sign the
revised Cotonou Partnership Agreement
22-23 June
The official ceremony of the second
revised Cotonou Agreement - the most comprehensive partnership agreement
between 79 developing countries and the EU - took place in Ouagadougou,
Burkina Faso, in presence of EU Development Commissioner Andris Piebalgs
and EU-ACP Council of Ministers. The revision contains added provisions
which secure heightened emphasis for universal access to sexual
reproductive health commodities, developing gender sensitive HIV/AIDS
programmes and scaling up HIV/AIDS prevention which addresses the specific
needs of women. The second revision also adapts the partnership to the
latest challenges, in particular: helping ACP countries to meet the
Millennium Development Goals (MDGs). The text of the revised Cotonou

EU News: G8 summit adopts Muskoka Initiative on
Maternal, Newborn and Under-Five Child Health
25 – 26 June
The G8 summit held in Muskoka
district, Canada, was attended by representatives of the EU Member States
France, Germany, Italy and the United Kingdom, the President of the
Commission, José Manuel Barroso, and the President of the European
Council, Herman Van Rompuy. The outcome document of the summit – the
Muskoka Initiative – summarised amongst other things key challenges in
development policy notably maternal and child health. Progress towards the
Millennium Development Goals (MDGs) was reaffirmed and it was recognised
that the lamentable progress on MDG 5 could be “prevented with better
access to strengthened health systems, and sexual and reproductive health
care and services, including voluntary family planning”. The Muskoka

Upcoming Events: Belgium takes over rotating
six-monthly presidency of the Council of the European Union
(EU)
1 July
The Presidency of the Council of the EU is
held by a different Member State every six months. Belgium is the second
Member State to take-up the position out of the current Trio Presidency –
Spain, Belgium and Hungary. The Belgian Presidency’s Programme will
include combating violence against women, continuing the support for the
Millennium Development Goals (MDGs) - particularly for the run-up to the
UN High Level Plenary Meeting on the MDGs – and also to continue the EU’s
efforts on improving the effectiveness of development aid. The full

Resources: DSW Fast Fact “EU Aid in
Rwanda”

DSW Brussels has produced a new Fast Fact
on the European Union’s Aid to Rwanda. This Fast Fact aims to help better
understand the reality of EU ODA in the field and its implications for
funding for Sexual and Reproductive Health and Rights (SRHR). It explains
how EU and Member States’ development aid is allocated, outlines the
process of international donor coordination and illustrates the major
donors which are providing aid notably to the health sector in Rwanda.
