Investing In People – Good health for all: To engage civil society organisations to support national health workforce policies, strategies, capacity building and skills transfer.
- In developing countries, until: 08.01.2010, budget: 6,500,00 €.

European Instrument for Democracy and Human Rights: To strengthen the role of civil society in promoting human rights.
- In Algeria, until: 30.12.2009, budget: 600,000 €.

Fund for Development Initiatives: To strengthen the role of civil society in political dialogue.
- In Guinea (Conakry), until: 15.01.2010, budget: 213.000.000 GNF.

Civil Society Funds: To improve coordination and networking amongst non state actors and strengthen their capacity to dialogue.

EU News: DSW carries out the first "AHEAD for Reproductive Health" capacity building workshop in East Africa

14-16 October

DSW conducted a very successful first regional workshop of the AHEAD project in Tanzania. The workshop aimed at increasing the capacity of Civil Society Organizations from Mozambique, Kenya, Tanzania, Rwanda and Uganda to advocate more effectively for higher national support for RH in the New Aid Environment. DSW trained 20 participants on how get involved more effectively in the policy and budgeting processes of their national governments with the final objective of increasing national budgets for Reproductive Health. EU News: European Commission launches online consultations on Global Health

14 October – 9 December

In the context of the preparations for a major EU policy document on Global Health, which is to be finalized by early 2010, DG Development of the European Commission has launched an online consultation process to involve civil society organizations from all over the world. On the EC’s website, an issues paper on the EU’s role in Global Health and the main challenges ahead is accompanied by an online questionnaire with 28 questions on issues such as aid effectiveness, the involvement of civil society and the promotion of equitable access. The consultations are open until 9 December 2009. More information can be found at:

EU News: EU Presidency Statement - United Nations: New Partnership for Africa’s Development and Decade to Roll Back Malaria

20 October

The Swedish EU Presidency Representative, H.E. Mr. Anders Lidén, delivered a statement at the UN General Assembly, joint debate on behalf of the European Union as a whole. He took this opportunity to jointly discuss development and health together with peace and security in Africa. Mr Lidén assured his audience that the European Union is fully committed to supporting African countries, stressing that health was a particular challenge. With reference to Africa’s health challenges, he said: “19 of the 20 countries with the highest maternal mortality rate are in Africa. Last year, more than 250,000 women died of complications during pregnancy and childbirth. EU News: European Development Days (EDD) gathers development actors to raise awareness of global development issues

22-24 October

The fourth edition of the European Development Days was this year held in Stockholm, Sweden, to showcase the EU’s enduring commitment to development. The event aimed to make development aid more effective, to build a global coalition against poverty and to achieve the Millennium Development Goals. Leading human rights defenders, experts and activists came together to shed light on a range of pressing issues in global development, one of them being women’s sexual and reproductive rights. Paschal Mihyo, executive director of the Organisation for Social Science Research in Eastern and Southern Africa (OSSREA) observed in one of the events’ literature entitled “Can the MDGs make poverty history?” that “while progress has been made towards achieving the MDGs, there is still some way to go in Africa as maternity mortality remains on the rise.” For a full overview of this event please visit:http://www.eudevdays.eu/index_en.htm

EU News: DSW presents the role of CSOs in advocating in the new Aid Architecture at WHO-UNFPA Regional Workshop in West Africa

27-29 October

DSW was invited to present and facilitate a module on 'CSOs roles for advocacy in the New Aid Environment' to 25 UNFPA and WHO country directors and officials from Mali, Chad, Mauritania, Cameroon, Togo and Congo. The west African regional workshop, a parallel project of the AHEAD for RH project implemented by DSW, seeks to build the capacity of UN staff in different regions to advocate better for RH. Resources: First edition of European Report on Development (ERD) "Overcoming fragility in Africa - Forging a new European approach".

22 October

The ERD is a multiannual process and is framed within the initiative “Mobilizing European Research for Development Policies”. This year's first edition, elaborated under the lead of the European University Institute (EUI) gathers Europe’s top experts to focus on the development challenges faced by fragile African countries in an unstable global economic context. Amongst their many findings, it was revealed that fragile countries have significantly lower yardsticks for the broad set of MDGs in relation to other developing countries and maternal mortality is significantly higher than in non-fragile countries due to underlining factors such as little or no public funding to the health sector. Resources: EU Study: “Aid Effectiveness: benefits of a European Approach”

22 October

This independent report – a European Commission initiative – has identified a number of areas where increased development aid effectiveness could lead to significant efficiency gains. With enhanced harmonization amongst European donors, the EU could save at least 3-6 billion € annually. As EU Commissioner for Development and Humanitarian Aid, Karel De Gucht said “at 60% of global ODA, we [the E.U] are the major provider of aid.
