EU News: Mr. Karel De Gucht receives interim post as
European Commissioner for Development and Humanitarian Aid
17 July
Following the election of Mr. Louis Michel
to the European Parliament on 7 June, his successor Mr. Karel De Gucht,
former Belgian Foreign Minister and member of the Flemish Liberals, has
begun his work as European Commissioner for Development and Humanitarian
Aid. He has been appointed for an interim period, until the next
Commission will take office – probably before the end of 2009. Although
Mr. De Gucht has no track record on SRHR issues, he is known to have taken
a tougher stance on respecting human rights with African leaders than Mr.
Michel during his time as Belgian Foreign Minister. More information on

EU News: Following the European Parliament
elections, key positions in EU development cooperation have been
filled
21 July
During their first session, the newly
composed committees of the European Parliament relevant to sexual and
reproductive health – i.e. AFET (Foreign Affairs), DEVE (Development) and
FEMM (Women’s rights and Gender Equality) - took up their work. Newly
elected French Green MEP Ms. Eva Joly – a former investigating judge at
the High Court of Paris - will be chairwoman of DEVE. Mr. Gabriele
Albertini, member of the Italian conservative party which has shown a
nearly unanimous voting against SRH issues on previous occasions, will
chair AFET. Swedish MEP Ms. Eva-Britt Svensson of the European United Left
will hold chairwomanship of FEMM, after she had previously been
vice-chairwoman of the committee. More information on the composition

EU News: Council of the EU calls for better
management of NSA involvement in EC development cooperation
27 July
The Council of the European Union, at its
session on General Affairs, adopted official conclusions on the “special
report of the European Court of Auditors on the Commission’s management of
non-state actors’ involvement in EC development cooperation” (18 May
2009). In the document, the Council invites the Commission to take further
measures to better involve NSAs at headquarters and in partner countries,
by providing sufficient resources, guidance and expertise to EC
delegations. Moreover, it calls for greater guidance on EC procedures,
especially with regard to calls for proposals, in order to ensure better
involvement of small and grass-root organizations. The Commission is
expected to report back on progress made by the end of 2010. The whole

EU News: EP working document on the Preliminary
Draft Budget 2010 – DSW lobbies for 10 million Euro more for
SRH

The European Parliament is currently
working on its 2010 Budget and all committees are invited to draft their
opinions on its composition. The rapporteur for the 2010 Budget in the
Development committee (DEVE) is Mr. Gay Mitchell, and the deadline for
tabling amendments to his working document (PE427.070v01-00) is August
18th. Under heading 4 – “the EU in the global world” - is article 21 05
01, “Human and social development”. This appropriation is intended to
provide financial support to actions in developing countries under the
“Good health for all” component of the thematic programme “Investing in
people”. Financial support is provided to actions in four key areas, one
of which aims to improve reproductive and sexual health in developing
countries. DSW proposed amendments to increase the budget for Sexual and
Reproductive Health by 10 Million Euros for 2010 and to include specific
wording into the working document to strengthen its commitment to
health.

multi-country, international advocacy, especially in Africa and Asia. The
position will be based in east Africa, probably Nairobi, though there is
