Actors (NSA) and Local Authorities (LA) in Development: To strengthen the
capacity of civil society organisations and local authorities in order to
promote an inclusive and empowered society. - In Colombia, until:

budget: 1,250,000 €. - In Mauritania, until: 19.08.2009, budget:
1,500,000 €.
European Instrument for Democracy and Human Rights: To
strengthen the role of civil society in promoting human rights. - In
Uganda, until: 28.08.2009, budget: 599,590 €.
EC – PNG Rural Water
Supply and Sanitation Programme: To improve health of rural communities
through provision of increased access to safe water supply and sanitation
facilities including training in improved hygiene and sanitation, gender
and HIV/Aids. - In Papua New Guinea, until: 31.08.2009, budget:
12,100,000 €.

EU News: ECA report finds that European Commission
does not sufficiently involve Non-State Actors in development
cooperation

Despite the European Commission’s attempts
to involve Non-State Actors (NSA) in the development process, a special
report of the European Court of Auditors (ECA) found that this involvement
is not only limited, but even falls short of EU legislation and the
Commission’s own guidelines. The report states that the methods used to
advertise calls for proposals are not always suited to reach out to
relevant grass roots groups, and that the often long procedures between
submitting proposals and signing contracts disadvantage smaller
organizations. Moreover, where NSAs are involved, there is insufficient
monitoring and poor prospects for project sustainability. The whole

EU News: EU Development Ministers’ Council
conclusions on supporting developing countries in coping with the
crisis
18-19 May
During their bi-annual Council meeting,
the EU Development Ministers reaffirmed their continuing commitment to aid
effectiveness and Policy Coherence for Development (PCD) as well as to the
achievement the EU’s ODA targets in spite of the crisis. According to the
Council conclusions, the EU is dedicated to take comprehensive, timely,
targeted and coordinated action to support developing countries,
especially the poorest and most vulnerable. With regard to the
implementation of innovative sources of financing, the Council explicitly
encourages all donors to participate in existing initiatives in the field
of health, which are claimed to have shown their ability to provide stable
and predictable resources in a coordinated manner. The whole document,

Upcoming Events: G8 Development Ministers’
Meeting
11-12 June
The main issue on the G8 Development
Ministers’ Meeting in Rome will be the impact of the economic crisis on
developing countries. The Italian G8 Presidency has four priorities in the
development sector, namely food security and safety, education, health and
water, and aims at greater harmonization and consistency of cooperation
initiatives in these areas. The EU Development Ministers discussed the G8
meeting during their summit and stated in their council conclusions (see
above) to look forward to the meeting. For the first time ever,
participants of the summit will also include representatives of the
African Union (AU) and New Partnership for Africa’s Development (NEPAD),
as well as other international organizations. More information on the

Upcoming Events: UN High Level Conference on the
World Financial and Economic Crisis and Its Impact on Development – New
Date!
24-26 June
The United Nations General Assembly
(UNGA) has rescheduled the High Level Conference on the World Financial
and Economic Crisis and Its Impact on Development in New York, which was
originally planned to take place 1-3 June. According to the UNGA
President, the postponement took place was necessary due the ongoing
critical global financial and economic situation and the utmost urgency
for Member States and the UN system to find a common and lasting solution
at the conference. The EU Development Ministers have agreed on the
framework for their common position at their last summit (see above). The
UNGA Presidency has also published a first draft outcome document of the

Resources: WHO Health Statistics 2009

This year’s edition of World Health
Statistics contains data from the 193 WHO Member States, and features a
summary of progress towards the health-related Millennium Development
Goals and their targets. The analysis presents some encouraging signs of
progress, particularly in child health, and highlights that efforts in the
areas such as AIDS, tuberculosis and malaria need to be sustained.
However, it also points to the areas where there has been little or no
progress, especially in regards to maternal and newborn health. According
to the WHO statistics, the global maternal mortality ratio has barely
changed since 1990, with a continuously high number of 400 maternal deaths
per 100 000 live births in 2005 – and more than double the ratio in
