Non-State Actors (NSA) and Local Authorities (LA) in Development: To strengthen the capacity of civil society organisations and local authorities in order to promote an inclusive and empowered society.
- In Angola, until: 15.06.2009, budget: 2,500,000 €.
- In Cameroon, until: 30.04.2009, budget: 2,000,000 €.
- In Kyrgyzstan, until: 12.06.2009, budget: 750,000 €.
- In Westbank and Gaza, until: 08.06.2009, budget: 2,350,000 €.

European Instrument for Democracy and Human Rights: To strengthen the role of civil society in promoting human rights.

EU News: OECD DAC concludes that aid is more fragmented than ever

19 February

In its annual Development Co-operation Report, the OECD DAC has concluded that despite four years having passed since the Paris Declaration was signed and donor countries committed to harmonize their aid, fragmentation remains a major obstacle towards the effectiveness of development assistance. The report notes that aid “comes in too many small slices from too many donors, creating high transaction costs and making it difficult for partner countries to effectively manage their own development”. EU News: MDG Contract between EC and Zambia

5 March

The EC has signed a new MDG contract with the Republic of Zambia, the first of seven such contracts to enter into force over the next year. With an indicative amount totaling €225 million, the contract specifically aims to make the EC’s budget support more effective by offering a 6-year programmatic period and setting aside up to 30% of the aid as variable and measurable according to MDG-related indicators such as health and education.

EU News: European Parliament adopts resolution on EC Development assistance to health services in Sub-Saharan Africa

12 March

The Court of Auditors released a critical analysis of the European Commission’s effectiveness in the development of health systems in Sub-Saharan Africa in January. The European Parliament has passed a resolution urging the European Commission to strengthen its support for health services in the region and to emphasize health outcomes as a variable for EU funding instruments such as Budget Support. EU News: EC to give €2.7 billion to the ACP

13 March

The EC has signed an agreement with ACP countries to allocate an additional €2.7 billion for the 2008-2014 to respond to their development challenges. The funds will be provided towards a broad set of sectors and issues, including €300 million which will be channeled through the GFATM towards the elimination of AIDS, Malaria and TB.

Upcoming Events: EC Consultation Workshop "Financing of health systems and social protection in health in developing countries"

23-24 March

The EC is scheduling a consultation workshop with ACP countries to help prepare a draft EU policy (called "Communication") on financing of health systems and social protection in health. The workshop will take place in Brussels, with up to 80 participants from ACP countries and European participants, to share their experiences and technical knowledge of health systems.

Upcoming Events: Commission on Population and Development

30 March – 2 April

The 42nd session of the Commission on Population and Development will be held in New York to discuss the ICPD Programme of Action, its contributions, benefits and consequences for the MDGS and other internationally agreed development goals. There will also be several CS side events hosted by CS organizations in attendance. The draft agenda can be accessed through the following website:
