EU News: European Parliament adopts EU budget 2010 –
2,5 billion € for Development Cooperation
17 December
During its last plenary session in
December, the European Parliament has adopted the EU's budget for 2010,
under which 2,5 billion € (+3,9% compared to 2009) will be allocated to
development cooperation. After DSW’s successful advocacy efforts, health
spending under the EU’s Development Cooperation Instrument (DCI) will
increase by around 8 million €. The final budget 2010 with exact data will
be published by the end of January 2010 on the following website, which

EU News: The EU’s High Representative stresses
concern over International Convention on the Elimination of All Forms of
Discrimination against Women (CEDAW)
18 December
For Catherine Ashton, the EU’s High
Representative for Foreign Policy, the 30th anniversary of CEDAW provided
a perfect opportunity to reflect upon the world’s situation of women’s
rights. Ashton showed her concern over continuing gender-based
discrimination in many areas and remarked that “much more still needs to
be done”. She added that “the European Union will continue to engage with
partner countries and organizations on these critical issues.” For a full

EU News: Spain takes up rotating EU
Presidency
1 January
Spain assumes the six-monthly rotating
Presidency, a position which despite the entry into force of the Lisbon
Treaty has remained, albeit with a less prominent status. Spanish Prime
Minister José Zapatero will be responsible for the day-to-day running of
the bloc and will chair the monthly General Affairs ministerial meetings
in Brussels. Despite the work plan of the Presidency for January – July
making no special reference to reproductive health in developing
countries, it does consider the Millennium Development Goals as a

Upcoming Events: European Parliament (EP) hearings
of designated European Commissioners for Health and Development
11 – 19 January
The EP is to conduct a number of
individual hearings for the 26 would-be EU Commissioners, consisting of
daily three-hour sessions over the course of seven days. These hearings
are intended to test the nominees on their knowledge of the dossier they
have been assigned. The Development Committee (DEVE) is to scrutinize
Piebalgs (Development) and Jeleva (International Cooperation, Humanitarian
Aid and Crisis Response) and the Committee on the Environment, Public
Health and Food Safety (ENVI) is to deal with Dalli (Health and Consumer
