Non-State Actors (NSA) and Local Authorities (LA) in Development: To strengthen the capacity of civil society organizations and local authorities in order to promote an inclusive and empowered society.
- In Burundi, until: 15.02.2010, budget: 1,500,000 €.
- In Nicaragua, until: 29.01.2010, budget: 500,000 €.

Small Initiatives by Local Innovative NGOs (SMILING): To support small scale initiatives to enhance access of disadvantaged communities to local government services and improve their health conditions.
- In Bangladesh, until: 15.12.2010, budget: 2,700,000 €.

INFOR: To support information, communication and visibility activities of civil society organizations.
- In Burkina Faso, until: 01.03.2010, budget: 1,700,000,000 F CFA.

Proactive capacity building of civil society organizations (CSOs): To strengthen CSOs to more effectively participate in political decision making on poverty reduction and sustainable development.
- In Burkina Faso, until: 29.01.2010, budget: 1,920,000 €.

RENFOR: To strengthen civil society organizations’ internal capacity to participate in defining, implementing and monitoring poverty reduction strategies.
- In Burkina Faso, until: 01.03.2010, budget: 460,000,000 F CFA.

Governance and Capacity Building Grants Facility: To promote policy dialogue between non state actors and government.
- In Papua New Guinea, until: 27.01.2010, budget: 2,600,000 PGK.

European Instrument for Democracy and Human Rights: To strengthen the role of civil society in promoting human rights.
- In Peru, until: 14.01.2010, budget: 600,000 €.

EU-Community Stabilization Programme: To support projects enabling the sustainability of whole communities, including social and cultural activities.

EU News: EU Development Council Conclusions on Aid Effectiveness

16- 17 November

During their six-monthly held meeting within the Council, EU development ministers established an operational framework on aid effectiveness. Key measures to reduce the burden on developing countries and to contribute to a greater efficiency of aid delivery were adopted. There was an emphasis on the EU’s commitment to ensure the implementation of the aid effectiveness agenda. The European Commission and future Presidencies of the EU are invited to prepare early in 2010 further action-oriented proposals. EU News: Through the AHEAD regional workshop, DSW builds the capacity of CSOs to increase advocacy for reproductive health in South Asia

18-20 November

In Nepal, DSW in partnership with DISVI Nepal conducted its second regional workshop of the AHEAD project. The workshop aimed at increasing the capacity of Civil Society Organizations from Bangladesh, India, Nepal and Pakistan to advocate effectively for greater national support to reproductive health in the New Aid Architecture. DSW trained 20 participants on how to affect the policy and budgeting processes of their national governments, to increase national funding for reproductive health. Speakers included the Dfid Nepal, the WHO and UNFPA Nepal. The main outcomes of this workshop are the country based advocacy action plans that the participants from each country developed and will implement from 2010 onwards. EU News: EU chooses low-profile candidates for new top-posts after Lisbon Treaty

19 November

EU leaders have chosen the positions mandated under the soon-to-be Lisbon Treaty. Belgian Prime Minister Herman Van Rompuy is to hold the position of the first President of the European Council which he will begin on the 1st January 2010. His said-priorities include “more specifically the economic and social agenda”. The second European “top-post” as High Representative for Foreign Affairs (HRFASP) has been allocated to Catherine Ashton; a Briton had been responsible for issues including education, justice, equality and human rights, when in 2004 she took up her role at the Department of Constitutional Affairs in the UK. EU News: Health Experts and Policy Makers Renew their Commitment to Family Planning

19 November

Over 1500 health professionals and policy makers from all over the world attended the conference which included more than 400 presentations and workshops covering various aspects of family planning; including costing and financing, integration of family planning and HIV/AIDS, and behavior change communication and advocacy. DSW's Vice-Executive Director Ms. Karen Hoehn actively participated in this event by conducting a presentation on the Euromapping project. EU News: President of the European Commission unveils his new Development and Health Commissioners

27 November

European Commission President José Manuel Barroso has announced the policy portfolios in the new Commission and has reshaped the College of his second mandate. He has declared a number of new portfolios; most notably the Commissioner for Development (DG DEV & AIDCO - Andris PIEBALGS, Latvia, former Energy Commissioner), the Commissioner for International Cooperation, Humanitarian Aid and Crisis (DG ECHO - Rumiana JELEVA, Bulgaria, who is affiliated with EPP, a centre-right wing Party) and the new Commissioner for Health and Consumer policy (DG SANCO - John DALLI, EPP, Malta.). Both DG DEV and DG ECHO will work in close cooperation with the new High Representative for Foreign Affairs and Security (Catherine ASHTON), although it remains to be seen which impact these new personalities will make to development and SRHR. Upcoming Events: The EU Lisbon Treaty’s entry into force

1 December

The Lisbon Treaty which will transform the European institutional structural design is now due to enter into force having been ratified by all EU member states. The EU will acquire a new legal personality, lose its current pillar structure and will also obtain new positions of the High Representative, the European External Action Service (EEAS) and President of the European council which will undoubtedly alter the structure of the EU’s external relations and development cooperation architecture. Resources: UNFPA – Launch of the State of the World Population Report

18 November

The UNFPA has recently released its "State of the World Population Report 2009", entitled "Facing a Changing World - Women, Population and Climate Change" which establishes that climate change is not just an issue of energy efficiency or industrial carbon emissions, but also of population dynamics, poverty and gender equity. Resources: IHP Report on Innovative International Financing for Health Systems

The International Health Partnership has produced a report following the African parliamentary consultations which focused on the Recommendations of the Global High Level Taskforce on Innovative Financing for Health.
