European Instrument for Democracy and Human Rights: To
strengthen the role of civil society in promoting human rights. -

Non-State Actors (NSA) and
Local Authorities (LA) in Development: To strengthen the capacity of civil
society organisations and local authorities in order to promote an

Small Initiatives by Local Innovative NGOs (SMILING): to enhance
access of disadvantaged communities to local government services and to
improve health and hygiene conditions of disadvantaged communities. -

EU News: Declaration by EU Presidency on Violence
against Women
26 November
On the International Day for the
Elimination of Violence against Women, the EU Presidency has reaffirmed
the commitment of the European Union to the human rights of women, in time
for the sixtieth anniversary of the proclamation of the Universal
Declaration of Human Rights on December 10. Violence and discrimination
continue to afflict women around the world, continuing their vulnerability
to injustice, particularly in domestic and conflict situations. This
declaration confirms European support for the equality and important role
of women in the development and good governance of societies.

EU News: ACP-EU delegates want more aligned and
dependable ODA
28 November
At the 16th ACP-EU Joint Parliamentary
Assembly in Papua New Guinea, delegates from ACP and EU countries received
a report on the need for a better definition of Official Development
Assistance that did not include military or debt spending, and called for
increases to the ODA amounts from European donors. Shadowing the report
were growing concerns voiced by many ACP delegates over the future of
European ODA in the continuing fallout of the food and financial crises of
the past year.

EU News: Civil Society Declaration at Doha
Conference
28 November
During the Civil Society Forum that
preceded the UN conference for Financing for Development in Doha, Qatar,
representatives of civil society have drafted a declaration that expressed
their shared distress over the stagnant progress that has been made on
achieving the health MDGs, such as Maternal Mortality. The declaration was
presented to heads of state and ministers of finance and development,
including the President of the EU and France, Mr. Nicholas Sarkozy. For

EU News: Mixed reactions to the Review Conference on
Financing for Development
2 December
A generally appreciative reception has
been made to the Doha Conference, which aimed to review the progress and
discuss the obstacles faced in implementing the 2002 Monterrey Consensus
on finance and resource development. According to a concluding civil
society statement, “the Review Conference reaffirmed Monterrey goals, took
hesitant note of the current crises and their impacts, failed to move
adequately forward in a number of urgent subjects, but moved
beyond Monterrey in several important areas.” The draft outcome of the

Upcoming Events: GFATM Partnership Forum in
Senegal
8-10 December
Held in Dakar, Senegal, this year’s
Partnership Forum aims to identify ways to improve how public and private
partners of the Global Fund work together. Topics will cover partnerships
on gender, demand, coordination and implementation. Moreover, one of the
major points of reference for these discussions will be the results of the
Five-Year Evaluation, an external assessment of the Global Fund which is

Upcoming Events: HIV/AIDS and Human Rights hearing
in the European Parliament
11 December
In conjunction with World AIDS Day
and the 60th anniversary of the Universal Declaration on Human Rights,
Stop AIDS Alliance, the EP Working Group on Reproductive Health and
others, are organizing a hearing at the Parliament on “Increased EU
leadership in promoting human rights in the global response to HIV/AIDS.”
Hosted by the Hon. Mr. Thijs Berman, MEP (PES, NL), and featuring
distinguished speakers from developed and developing countries alike, this
event will cover the convergence of HIV/AIDS and Human Rights, such as
stigma, discrimination and access to SRH.

Resources: ReProductive Aid Web-based Video
Conference
On behalf of ReProductive Aid, DSW convened a global
videoconference with civil society leaders, parliamentarians, and
government ministry officials in Addis Ababa, Bangkok, Brussels, Geneva,
Kampala and London to discuss how to improve RH funding in the new aid
architecture. Featuring keynote presentations by Dr. Eckard Deutscher of
the OECD DAC, and Dr. Gill Greer of IPPF, the videoconference is part of a
broader effort to empower civil society in the rich and poor countries to
help influence donor funding for RH in the new aid environment. The entire

Resources: Euromapping 2008
Euromapping 2008 is the only comprehensive study
analyzing EU development aid for population assistance. It “names and
shames” good and bad performers, and includes specific recommendations to
improve reproductive health and reduce poverty.
