European Instrument for Democracy and Human Rights: To
strengthen the role of civil society in promoting human rights. -

civil society organisations and local authorities in order to promote an

EU News: Council conclusions on strengthening health
systems
10 November
The Council of the European Union has
published a second set of conclusions, which reaffirm the need to
strengthen health systems in developing countries. Among the commitments
made, the Council stresses that improving the number of health workers in
those countries and ensuring long-term financial resources are a requisite

EU News: Council conclusions on the upcoming Doha
Conference
12 November
The Council has published its joint EU
position to be represented at the upcoming Doha International Conference
on Financing for Development. The position maintains the EU’s commitment
to the Monterrey Consensus—which was the primary policy outcome of the
previous International Conference on Financing for Development in 2002—and
provides a number of recommendations to guide EU representatives in
pushing for ambitious outcomes at the Doha Conference in late November.

EU News: “Reforming the Budget, Changing Europe”
Conference
12 November
Representatives of civil society,
academia, government and private enterprise were invited to Brussels to
participate in a public consultative conference on the future of the EU
budget. Topics that were discussed include the future role of the CAP, the
possible inclusion of the EDF in the budget, as well as discussions of
what is meant—and should be achieved—through “European added-value”.

EU News: Health MDGs and Local Governance at the
European Development Days
16 November
Following the theme of this year's
European Development Days, DSW together with other partners like Action
for Global Health, GFATM and the World Bank, organized a side event on
Health MDGs and Local Governance. Experts from the French government,
civil society and multilateral agencies discussed how health coordination
initiatives can support local governance and civil society involvement.
The event urged decision-makers to address health financing as an urgent
matter at the upcoming Doha Conference. For more information on the

Upcoming Events: “Programme for Action to Confront
HIV/AIDS, Malaria and Tuberculosis” progress report consultation
session
25-26 November
The EC is currently preparing a
progress report on their 2007-2011 “Programme for Action.” As part of this
process, the EC will be holding a consultation opportunity with civil
society, the private sector and the African Union on the 25th and 26th of
November in Brussels, followed by a second opportunity in the first week

Upcoming Events: Doha International Conference on
Financing for Development
29 November – 2 December
The Follow-up Review
Conference on Financing for Development will be held in Doha to review the
progress and discuss the obstacles faced in implementing the Monterrey
Consensus, a high-level document signed in 2002 that discusses 6 key
initiatives to finance and resource development. In addition to the main
conference events and plenary sessions, a Civil Society Forum will be held
between November 26 and 28 to offer synergies and linkages between the
financing for development with the efforts of other organizations in the

Upcoming Events: Burkinabé Theatre Group and 2008
UNFPA State of the World Population Report
3 December
EPF, together with E&P and the
European Parliament Working Group, will be hosting the Burkinabé Theatre
Group in the European Parliament in Brussels in early December. The
group’s plays will emphasize the dialogue between parents and children in
education, sexual and reproductive health and contraception, as well as in
raising awareness about malaria. This event will be combined with the

Upcoming Events: GFATM Partnership Forum in
Senegal
8-10 December
Held in Dakar, Senegal, this year’s
Partnership Forum aims to identify ways to improve how public and private
partners of the Global Fund work together. Topics will cover partnerships
on gender, demand, coordination and implementation. Moreover, one of the
major points of reference for these discussions will be the results of the
Five-Year Evaluation, an external assessment of the Global Fund which is

Upcoming Events: HIV/AIDS and Human Rights hearing
in the European Parliament
11 December
In conjunction with World AIDS Day
and the 60th anniversary of the Universal Declaration on Human Rights,
Stop AIDS Alliance, the EP Working Group on Reproductive Health and
others, are organizing a hearing at the Parliament on “Increased EU
leadership in promoting human rights in the global response to HIV/AIDS.”
Hosted by the Hon. Mr. Thijs Berman, MEP (PES, NL), and featuring
distinguished speakers from developed and developing countries alike, this
event will cover the convergence of HIV/AIDS and Human Rights, such as

Resources: ReProductive Aid web-based video
conference
On behalf of ReProductive Aid, DSW convened a global
videoconference with civil society leaders, parliamentarians, and
government ministry officials in Addis Ababa, Bangkok, Brussels, Geneva,
Kampala and London to discuss how to improve RH funding in the new aid
architecture. Featuring keynote presentations by Dr. Eckard Deutscher of
the OECD DAC, and Dr. Gill Greer of IPPF, the videoconference is part of a
broader effort to empower civil society in the rich and poor countries to
help influence donor funding for RH in the new aid environment. The entire

Resources: Euromapping 2008
Euromapping 2008 is the only comprehensive study
analyzing EU development aid for population assistance. It “names and
shames” good and bad performers, and includes specific recommendations to
improve reproductive health and reduce poverty. The study is available
