Calls for Proposals

The Calls on the following budget lines are usually open for organizations and projects interested in SRHR. For further details on any of these Calls or corrigenda see the EuropeAid website,http://ec.europa.eu/comm/europeaid/cgi/frame12.pl.

Non-State Actors (NSA) and Local Authorities (LA) in Development: To build capacity of NSA and LA in order to strengthen their participation in poverty reduction and sustainable development.
- In Uruguay, until 30.06.2008, budget: 9,500,000 €.

European Instrument for Democracy and Human Rights: To assist civil society to develop greater cohesion in working on human rights, political pluralism and democratic political participation and representation.
- In Lebanon, until: 18.08.2008, budget: 1,200,000 €.
- In Moldova, until: 01.07.2008, budget: 300,000 €.

EU-China Human Rights Network (EIDHR): To strengthen the realization of human rights in China in line with the EU’s Human Rights policy including focus on gender equality.
- In China, until: 18.08.2008, budget: 1,500,000 €.

Food Security for Ultra Poor (FSUP): to address the Food Security of rural ultra poor with a strong gender focus.
- In Bangladesh, until: 24.07.2008, budget: 35,000,000 €.

Aid to uprooted people: To improve the livelihoods and social status of uprooted people including a focus on health.
- In Myanmar, until: 30.06.2008, budget: 8,000,000 €.

[@CP-ICT] Programme: To build sustainable capacity within regional, and sub-regional institutions to adapt and implement international good practice in ICT policy with linkages to PRSPs.
- In African, Caribbean and Pacific countries, until 16.09.2008, budget: 9,500,000 €.


Peace Laboratory III: To strengthen pedagogic initiatives and communication for peace and human dignity including a focus on gender integration and actions to promote young people’s sexual rights. Actions are linked to local administration, in partnership with “Accion Social”.
- In Colombia, until 08.08.2008, budget: 1.200.000 €
- In Colombia, until 08.08.2008, budget: 3.475.000 €
- In Colombia, until 08.08.2008, 1.200.000 €
- In Colombia, until 08.08.2008, 3.635.000 €

EU News: The General Affairs and External Relations Council’s (GAERC) Conclusions on the Millennium Development Goals (MDGs)

27 May

The MDG Conclusions convey the message that all MDGs can still be attained in all regions of the world, provided that concerted action is taken immediately and in a sustained way until 2015. DSW has advocated for the inclusion of a specific reference to MDG5 into those conclusions (See nEUws 104). The conclusions mention with particular concern the situation in sub-Saharan Africa, and mention that is a region “with high ratios of maternal mortality”.

EU News: Council Conclusions on the promotion and protection of the rights of the child

27 May

“EU development efforts should be directed towards further strengthening partner countries' own systems and capacities for delivering basic services without discrimination, including: access to sexual and reproductive health care and education,” the conclusions say. Related to gender equality mainstreaming they mention that “actions should focus on sexual and reproductive health and rights”. Please find the conclusions here:

EU News: Report on Aid Effectiveness adopted by the European Parliament (EP)

22 May

Together with Brussels based partners, DSW provided several Members of the European Parliament (MEPs) with information on Aid Effectiveness (AE) and the health MDGs. Liberal MEP van Hecke’s report on AE(see nEUws 104), which was adopted by the plenary session of the EP, includes language on the health MDGs, including specific wording on MDG5 and the role of civil society in both policy and service delivery.

Upcoming Events: Development Committee of the European Parliament (DEVE) votes on its opinion on the Budget 2009 of the European Union

DSW has worked with MEP Berman, vice-president of DEVE, on the Committee’s opinion on the budget 2009. His amendments (referring to health spending and the 20% benchmark on social spending, see nEUWs 104) will be voted on in DEVE. Resources: “No Time to Waste”, European Governments behind schedule on aid quantity and quality

CONCORD’s new Aid Watch says that if 2008 - a year of major aid and development finance summits - does not see a big upswing in genuine aid levels then it may be too late. On health, the report praises the Dutch government on its commitment to SRH and that in many countries women are systematically denied the right to healthcare. Available at:

Resources: Discussion Paper on enhancing the EU’s response to women and armed conflict

“Some of the challenges faced by women in conflict are directly related to reproductive health issues such as HIV/AIDS, other Sexually Transmitted Infections (STIs), and lack of access to health services and family planning”, the study done by the European Center for Development Policy Management says.
