Non-State
Actors (NSA) and Local Authorities (LA) in Development: To build capacity
of NSA and LA in order to strengthen their participation in poverty
reduction and sustainable development. - In Kyrgyzstan, until
17.07.2008, budget: € 600,000. - In Sierra Leone, until 07.07.2008,
budget: € 3,000,000. - In Chad, until 15.07.2008, budget : €
1,000,000. - In Tajikistan, until 07.07.2008, budget: €
750,000.
European Instrument for Democracy and Human Rights: To
assist civil society to develop greater cohesion in working on human
rights, political pluralism and democratic political participation and
representation. - In Georgia, until 25.06.2008, budget: €
900,000. - In Kyrgyzstan, until 21.07.2008, budget: € 600,000. - In
Sierra Leone, until 07.07.2008, budget: € 600,000.
Institution
Building Partnership Programme (IBPP): To support and build capacity of
civil society and local initiatives in order to raise awareness and
lobbying the authorities on various issues of concern - In Russia,
until 19.05.2008, budget: € 3,000,000.

EU News: Advocating for maternal mortality in the
Council conclusions on Millennium Development Goals (MDGs)
7 May
Brussels based advocates have argued for a
specific reference to MDG 5 on maternal mortality into the upcoming (May)
Council conclusions on the MDGs. MDG 5 is most off track and in
sub-Saharan Africa there are countries where the maternal mortality rate

EU News: The Development Committee's opinion on the
budget of the European Union
8 May
DSW has provided Members of the European
Parliament (MEPs) with data on the European Commission’s decreased
spending on health. Socialist MEPs Berman and Van Lancker have handed in
amendments on the Development Committee’s opinion regarding health
spending and the 20 percent benchmark on basic and secondary education and
basic health, on which the Commission will have to report before

EU News: Vote on report on aid effectiveness in the
Development Committee
6 May
A vote on liberal MEP van Hecke’s report on
aid effectiveness resulted in the inclusion of language on the current
situation in wich we have “donor 'darlings' and 'orphans', and the
neglecting of crucial sectors such as health, education and
gender-friendly programmes” and a reference to “the brain drain has led to
a critical shortage of health workers”. Please find the draft report

EU News: Health MDGs discussed in the European
Parliaments’s Development Committee

Jeffrey D. Sachs, Director of the Earth
Institute Columbia University and Special Advisor to UN Secretary General
Ban Ki-moon, addressed the Committee on Development on the MDGs. He said
that success in achieving the health MDGs is possible if donors organize
themselves and focus on practical, well-known actions that deliver to

EU News: Women and war - public hearing in the
European Parliament (EP)
6 May (afternoon)
Jointly with the Committee on
Women's Rights, the Development Committee of the EP discussed the
situation of women in armed conflicts with the purpose to contribute to
improving the EU response to this issue. Sexual violence and the sexual
and reproductive health of women, especially in the Democratic Republic of

Resources: Study on EC budget support
The study entitled “Administering aid differently: A
review of the European Commission’s general budget support” says that
“despite the European Commission’s stated commitment to the promotion of
gender equality, sexual and reproductive health and rights, and the
eradication of child labour, evidence from two recent studies shows that
indicators relating to these issues are not included in general budget
