Calls for Proposals

The Calls on the following budget lines are usually open for organizations and projects interested in SRHR. For further details on any of these Calls or corrigenda see the EuropeAid website,http://ec.europa.eu/comm/europeaid/cgi/frame12.pl.

Non-State Actors and Local Authorities in Development (Actions in partner countries - Multi-country): to improve the capacity of Non-State Actors, to improve partnerships, and to provide innovative service delivery.
- In all developing countries, until 11.02.2008, budget: € 35,047,500.

Non-State Actors and Local Authorities in Development - Actions in partner countries (In-Country): to strengthen the capacity of civil society organisations through support to their “own initiatives”.
- In Afghanistan, Benin, Bhutan, Burkina Faso, Burundi, Cape Verde, Comoros, Djibouti, Ethiopia, Gambia, Ghana, Haiti, Kiribati, Lesotho, Liberia, Maldives, Mali, Mauritania, Moldova, Niger, Nigeria, Sao Tome & Principe, Senegal, Solomon Islands, Tanzania, Timor-Leste, Togo and Tuvalu, until 11.02.2008, budget: € 36,855,400.

European Instrument for Democracy and Human Rights (EIDHR): to support civil society organisations where they operate with difficulty and where there is little room for political pluralism.
- In all developing countries, 24.01.2008, budget: € 11,492,917.

Programme of cooperation in the areas of migration and asylum: to help third countries better manage all aspects of migratory flows (including protection of migrants' rights, prevention of exploitation and exclusion, and fight against trafficking in human beings).
- In all developing countries, until 14.02.2008, budget: € 61,955,438.

Support to Civil Society Dialogue - People to People Actions: to support partnerships between CSOs with a focus on those active in the promotion of minorities’ rights.
- In Albania, Croatia, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo, until 03.03.2008, budget: € 1,950,000.

Food Security Programme: to support food security in all its dimensions (including by an improved nutrition and health status).
- In Myanmar, until 13.03.2008, budget: € 8,000,000.

Aid to Uprooted People: to improve the livelihoods and social status of uprooted people (including by improved health and better access to health services).
- In Burma/Myanmar, until 13.03.2008, budget: € 8,000,000.
- In Thailand, forecast, budget: € 8,000,000.

European Instrument for Democracy and Human Rights (EIDHR): to strengthen the role of civil society in promoting human rights & democratic reform and to consolidate political participation and representation (including explicit mainstreaming and monitoring of women's and children's rights).
- In Rwanda, until 27.02.2008, budget: € 900,000.

Euro-Med Jeunesse III: To enhance participation of youth NGOs in civil society and to contribute to youth policies.
- In Algeria, until 20.02.2008, budget: € 460.000.
- In Morocco, until 01.02.2008, budget : € 585.000.

Revitalising the health sector in Côte d’Ivoire: to strengthen the « district sanitaire opérationnel » and promote community health.
- In Côte d’Ivoire, until 18.03.2008, budget : € 5.000.000.

EU News: The EU will spend € 8 million more in 2008 for health in developing countries

The plenary of the European Parliament voted on an increase for health in developing countries (excluding the EC’s contribution to the Global Fund to fight AIDS, Tuberculosis and Malaria. The total amount available for this topic in 2008 is €29 million. See:

EU News: Final text of the EU-Africa strategy with action plan includes wording on SRH

8-9 December
In a joint effort, DSW and colleagues from all over the world prevented strong wording on SRH to be taken out of the EU-Africa strategy. Paragraph 62 of this strategy states: “Sexual and Reproductive Health and Rights (SRHR) will be promoted with the aim of achieving universal access to reproductive health by 2015 and to reduce newborn, infant and maternal morbidity and mortality, as set out by the International Conference on Population and Development (ICPD) and the Maputo Plan of Action, in the context of the Action Plans of this Joint Strategy.” Also the Action plan clearly refers to SRH. EU News: EU development cooperation and reproductive health seminar for new member states

3-4 December
The Hungarian and Dutch Foreign Ministries organised a seminar on “EU development cooperation and reproductive health” in Budapest, targeted especially at the new EU member states. Parliamentarians, ministry officials and NGO representatives assessed the current state of play at a crucial phase in the transition from recipient to donor countries. The seminar was a useful forum of exchange for information and best practices in order to foster future cooperation – but there is still a long way to go to establish SRH as a priority for development aid in the EU-12.

EU News: UN Special Rapporteur on the Right to Health: SRH top priority

10 December
On Human Rights Day, UNFPA and the European Commission hosted a lecture by Gunilla Backman, Senior Research Officer of the UN Special Rapporteur on the Right to Health. Speaking in Brussels, Ms Backman argued the case for a human rights-based approach to sexual and reproductive health in development policy. Paul Hunt, the UN Special Rapporteur, made SRH one of his top priorities and devoted several reports to the subject.
