for organizations and projects interested in SRHR. For further details on

EU
Partnership for Peace: to strengthen civil society actions in peace
building and conflict transformation focusing on initiatives which are
likely to have an impact on people’s everyday lives. In Gaza and the
Westbank, until 07.02.2008, budget € 5,000,000.
European Instrument
for Democracy and Human Rights (EIDHR): to support Human Rights and
Democracy actions on torture and other forms of ill-treatment. In all
countries, until 27.12.2007, budget: € 22,000,000.
Education Sector
Development: to achieve quality universal basic education and vocational
training and address inequalities, particularly by promoting girls’
education and safety at school. In Somalia, until 11.02.2008, budget: €
6,800,000.
Northern Uganda Rehabilitation Programme (NUREP): to
promote conflict resolution, peace building and human rights in Northern
Uganda and Karamoja Regions. In Uganda, until 30.01.2008, budget: € :
900,000.

EU News: Global Fund highlights its successes and
challenges in the European Parliament
28 November Luisa Morgantini, Vice President of the
European Parliament, chaired a parliamentary hearing on the results of the
Global Fund. Executive Director Michel Kazatchkine complimented the EU for
its strong commitment to the Fund and outlined future challenges, such as
the higher involvement of the new member states. Adjacent to the hearing,
the Global Fund and DSW hosted a civil society roundtable which discussed
the Global Fund’s recent progress on gender and SRH issues, the EU
budget’s unsubstituted “rededication” of specific SRH monies to the Global
Fund, as well as other challenges. The Global Fund’s website:

EU News: World AIDS Day: Boost in prevention needed,
DSW says
29 November On the occasion of World AIDS Day, DSW
called upon the international community to boost prevention as the most
effective way to halt and reverse the spread of the disease – that still
disproportionately affects women, especially in Africa. While there has
been progress in the supply of treatments with antiretroviral drugs,
prevention methods such as the distribution of condoms – or the further
development of microbicides – are still underfunded, fuelling new

EU News: HIV/AIDS remains on their agenda, EU
presidencies assert
27 November UNAIDS and Stop AIDS Alliance hosted a
meeting with German, Portuguese, Slovenian and French diplomats (the four
past, current and future EU presidencies). They confirmed that HIV/AIDS
remains on their agenda, but emphasized the need to focus on one
particular aspect of the disease, such as Germany’s “feminization” agenda.
The Slovenian representative briefly announced two meetings on the Global
Fund and HIV/AIDS during its presidency, whereas France will focus, inter
alia, on the mid-term review of the 2005 Programme for Action and the
links between the Accra and Doha agendas.

EU News: EU response to situations of fragility
addresses gender based violence
19-20 November The General Affairs and External
Relations (GAERC) Council adopted the EU response to situations of
fragility, including a strong reference to the gender aspects of fragility
by declaring to “address gender based and sexual violence, in particular
by paying continued attention to the violation of the rights of women and

Upcoming Events: The European Parliament’s second
vote on the Draft Budget 2008
13 December After the Council’s modifications, the
Draft Budget 2008 shows that for health in developing countries there will
be € 29 million available in 2008 (compared to 30 million in the last
reading of the Parliament). For the Global Fund to fight AIDS Tuberculosis
and Malaria € 50 million has been proposed. A final vote on those figures
will take place next week Thursday in the plenary session of the European

Resources: UNAIDS and WHO revise HIV/AIDS
estimates
20 November In their 2007 AIDS Epidemic Update, UNAIDS
and WHO estimate that 33.2m people are currently living with HIV, 2.5m
were newly infected last year and 2.1m died of AIDS. This new analysis is
based on improved data and methodology, hence causing a significant
revision of previous figures. Nonetheless, AIDS still is among the leading
causes of death globally and remains the primary cause of death in Africa.
