Calls for Proposals
The calls on the following European Commission budget lines are usually open for organizations and projects interested in SRHR. For further details on any of these calls or corrigenda see the EuropeAid website.
“Awareness raising in the field of Development through audiovisual projects for television” aims to contribute to a better understanding by the public of the realities of the developing world, of the need for North-South co-operation and of European actions and initiatives in this field.
Sub-Saharan Africa, Caribbean, Pacific, until 10.10.2007, budget: 1,000,000 €.
Albania CARDS 2005 aims to provide social support for vulnerable groups and assists the social and economic recovery of poor areas of the country(specific mention of family planning, public health courses)
Albania, until 31.08.2007, budget: 400,000 €.
“ONG II” aims to strengthen the capacity of Algerian development NGOs (specific mention of the social field including the promotion of women’s and youth’s rights).
Algeria, until 1.08.2007, budget: 1,600,000 €.
“Health policy support” aims to improve the quality of primary and secondary health services.
- Chad, until 4.09.2007, budget: 700,000 €.

EU News
Dutch Ministry of Foreign Affairs Responds to Letter on Spending on Health and SRH
4 June 2007
In a letter to all EU ministries responsible for development aid in May, DSW and several other Brussels-based NGOs working on AIDS and Sexual and Reproductive Health and Rights expressed their concern about the trends in EU funding for these issues. In the context of
the EC’s contribution to the Global Fund, the Dutch Ministry of Foreign Affairs responded on the issue of EU thematic health funding, in saying “the Commission has pledged to allow NGOs to apply for healthcare funding as of next year”. More info on the ministries work

Letter to ACP-EU Joint Parliamentary Assembly (JPA) about the Importance of Health in Country Strategy Papers (CSPs)
18 June 2007
Together with partners from all over the world, DSW is writing to ACP-EU JPA participants emphasizing the importance of a focus on health, especially HIV/AIDS and sexual and reproductive health and rights, in African CSPs. The JPA has the right to give comments on CSPs as they were negotiated between the European Commission and developing country governments from the Africa, Caribbean and Pacific (ACP). During a JPA meeting to take place in Wiesbaden later this month, the participants will discuss whether and how the JPA will review the CSPs. More info on the JPA.
Council Conclusions Promoting Employment through EU Development Cooperation
18 June 2007
The Council emphasises that the promotion of full and productive employment is a key element to reducing poverty and achieving the Millennium Development Goals. Furthermore, the Council calls upon the Commission and the Member States “to support partner countries’
efforts to secure the sustainable financing of wage bills and pension liabilities in order to attract and retain skilled and motivated teachers, health personnel..”. See here.

Plenary of the European Parliament (EP) Votes on Report on the Millennium Development Goals (MDGs)
19 June 2007
The report “urges the EU to continue to be at the vanguard of efforts to support sexual and reproductive health rights by maintaining levels of funding, including family planning, treatment of STDs and safe abortion services.” After a lively discussion about this report
took place in the development Committee of the European Parliament (EP), written by Glenys Kinnock, member of the socialist group in the EP, the report will be voted in the plenary of the EP. The report can be accessed here.

State of the World Population 2007

“Unleashing the potential of Urban growth”, is the title of this years State of the World Population Report, which will be launched on 27th of June. The report, containing a special youth supplement, focuses on the huge challenges and opportunities of urbanization. It
says that urban population of developing counties will double in one generation and that urbanization can foster, among other things, efficient services but that cities also concentrate poverty and misery. See: www.unfpa.org/swp/.

USA: Global Gag Rule Rescinded |
|
Today, US-American president Barack Obama rescinded "The Mexico City Policy", also known as the “Global Gag Rule”. First imposed by the Reagan Administration in 1984, this policy directed the United States Agency for International Development (USAID) to withhold funds from foreign NGOs that provide abortion information or counselling to women or lobbied foreign governments to legalise or make abortion available.
