Calls for Proposals
The calls on the following European Commission budget lines are usually open for organizations and projects interested in SRHR. For further details on any of these calls or corrigenda see the EuropeAid website.
The Food Security Programme seeks to improve food security by addressing availability and accessibility of food for vulnerable populations.
- Madagascar, until 06.08.2007, budget: € 3,000,000.
- Chad, until 29.06.2007, budget : € 350,000.
- Yemen, until 01.06.2007, budget: € 3,000,000 (focus on improving people’s health status)
Euro-Med Youth III Programme aims at promoting young people’s active citizenship and a sense of solidarity and enhancing the contribution of non-governmental youth organisations to civil society and democracy.
- Gaza and the Westbank, until 01.02.2008, budget: € 280,000.
Guyana micro-projects programme aims at reducing poverty and social inequality in Guyana through the improvement of socio-economic conditions of vulnerable groups.
- Guyana, several submission deadlines: 31.05.2007, 31.07.2007, 31.08.2007, 29.09.2007, budget: GYD 409,812,480.
LRRD programme aims at improving the living conditions of Grand Sido’s population and reducing potential conflicts (explicit focus on the access to basic health services and HIV/AIDS).
- Chad, until 08.06.2007, € 3,700,000.
Presidency Fund aims to support initiatives that strengthen the capacity of civil society actors to engage in dialogue on the EU development policy.
- EU member states which joined in 2004, until 31.07.2007, budget: € 200,000. Guidelines available here.

Joint EU-Africa Strategy – Outline Available
23 May 2007
After the EU/AU Ministerial Troika Meeting on 15 May, an outline of the joint EU-Africa strategy was published. The outline calls for make significant progress in achieving universal access to reproductive health by 2015 as set out in the ICDP agenda. Find the outline here, and more info at the website.
EuroNGOs Workshop “Mobilizing the Silent Majority”

SRHR organizations from all over Europe participated in a workshop discussing how SRHR organisations can multiply voices by linking communication and advocacy efforts. DSW gave a presentation on best practices and lessons learned regarding advocacy for SRHR in Brussels. More info will be avaible shortly here.
Council Conclusions Mention SRHR Specifically

Last week the European Union's General Affairs and External Relations Council (GAERC) meeting with Europe’s development ministers affirmed the April Council Conclusions on HIV/AIDS, which address the feminization of the AIDS pandemic, the linkage between HIV/AIDS and policies on SRH, the availability of prevention options for women, the relation between education and AIDS, the vulnerability of children to HIV/AIDS and the critical shortage of health workers in developing countries. DSW Presentation to EP on EU Funding for SRH

DSW and the European Parliamentary Forum presented preliminary findings of its Euromapping project in the European Parliament during a session of the Working Group on Reproductive Health, HIV/AIDS and Development. Preliminary findings indicate that EU Member State assistance is increasing for sexual and reproductive health, primarily for HIV/ AIDS. EP Warns that Aid for Trade Should not Replace Health and Education
23 April 2007
In its resolution on the report by David Martin concerning the EU’s Aid for Trade, the EP has this week demanded that aid designed to promote trade does not replace existing development aid, such as for education and health. Following the Development Committee suggestion that resources previously earmarked for health and education should not be shifted, the European Parliament acknowledges that development cannot be only defined as economic development but also includes areas such as health and education. Governments Inflate Aid Figures – New Concord Report Says
19 May 2007
The latest CONCORD report “Hold the Applause! EU governments risk breaking aid promises” contends that the statistics on aid provided by European governments are inflated. According to the report, the inclusion of debt cancellation, help for refugees and support of foreign students in the statistics distort the picture of genuine aid allocations. 30% of the development aid provided by the EU was therefore not genuine aid, the report concludes. For Africa, real aid has even fallen. While in 2004 Africa received 41% of EU aid, excluding debt cancellation, this number fell to 37% the following year. The report can be downloaded here. |

USA: Global Gag Rule Rescinded |
|
Today, US-American president Barack Obama rescinded "The Mexico City Policy", also known as the “Global Gag Rule”. First imposed by the Reagan Administration in 1984, this policy directed the United States Agency for International Development (USAID) to withhold funds from foreign NGOs that provide abortion information or counselling to women or lobbied foreign governments to legalise or make abortion available.
