Calls for Proposals

The Calls on the following budget lines are usually open for organizations and projects interested in SRHR. For further details on any of these Calls or corrigenda see the EuropeAid website, http://ec.europa.eu/comm/europeaid/cgi/frame12.pl.

Cofinancing European Development NGOs Actions in developing countries (PVD) aims at poverty reduction through support for disadvantaged people in developing countries.
- Multi-country: to support sustainable social, human, environmental and economic development processes in developing countries, until 16.01.2007, Budget € 177,408,340.

EIDHR projects aim at maximizing the effectiveness, impact and visibility of actions undertaken in support of the protection and promotion of human rights and democratization.
- Nigeria: to secure equal rights and treatment of persons and people belonging to groups experiencing discrimination, until 09.01.2007, Budget: € 980,000.

- Peru, forecast, Budget: € 380,000

- Rwanda: to secure equal rights and treatment of persons and people belonging to groups experiencing discrimination, until 31.01.2007, Budget: € 635,000.

Fostering a Culture of Human Rights to strengthen civil society organisations in advocacy of vulnerable groups (human rights defenders, children rights, victims of communicable diseases).
- Kazakhstan: until 09.02.2007, Budget: € 380,000

Tacis Institutional Building Partnership Programme (IBPP) Support to Civil Society and Local Initiatives.
- Kazakhstan: to support and strengthen institutions that constitute a counterpart to the central authority of the State through promotion of grass root initiatives, until 05.02.2007, Budget: € 1,200,000

- Tajikistan: to support and strengthen institutions that constitute a counterpart to the central authority of the State through promotion of grass root initiatives, until 15.12.2006, Budget: € 600,000.

Social service delivery by the non-profit sector programme seeks to provide financial support for projects that increase the participation of civil society organisations (CSOs) in the delivery of unmet social welfare needs.
- Croatia: to provide concrete services in the spheres of Health or Education or Social Welfare, until 31.01.2007, Budget: € 2,000,000.

Neighbourhood Programme Romania-Serbia 2005 aims at achieving a balanced socio-economic development on the border area between Romania and Serbia by establishing the principle of cross-border co- operation.
- Romania and Serbia: to support Local Economic and Social Development and “People to people” actions, until 18.12.2006, Budget: € 6,334,000,000.

EU News

Development Days
13-17 November 2006
European Development Days took place in Brussels from 13-17 November.  Sexual and Reproductive Rights and other health organisations were well represented among exhibit stand holders, including DSW. Together with the GAVI Alliance, DSW hosted and chaired a panel presentation on ‘New Health Technologies', in which the European Commission (EC), the Global Campaign for Microbicides and the GAVI Alliance spoke on emerging technologies and Advanced Market Commitment.  See: www.eudevdays.eu.

GAERC Meeting – Gender Equality in Crisis Management
13 November 2006
GAERC adopted conclusions on gender equality and mainstreaming in crisis management. The Council emphasizes the importance of including measures against sexual and gender based violence in transitional justice mechanisms and highlights the responsibility of all states to put an end to impunity and to prosecute those responsible for sexual and gender based violence. Development Cooperation Instrument (DCI)

November 2006

No amendments were tabled by members of the European Parliament (EP) on the DCI before the deadline, leaving in place the agreement described in the 74th edition of nEUws. On November 30 the Committee on Development of the EP will vote on the DCI; in December it will go through the second reading in the Plenary. Upcoming Events

Night of the HIV/AIDS TV commercials
30 November 2006
In order to educate on the importance of good communication practices to address and prevent the spread of HIV/AIDS, the EC will co-host an awareness raising event. After screening TV commercials, short documentaries and music videos on the promotion of safer sex in Europe in the last 25 years, the audience of 600 young people and stakeholders will vote for the best commercial. Young Europeans can already give feedback through a specially created web site and post their own ideas on messages to promote safer sex. See:

World Aids Day – Civil Society event in the EP 29/30 November 2006 Civil Society Organisations, including DSW, organizing one-hour information sessions on a wide range of topics related to HIV/AIDS and a display quoting representatives of EU member states on HIV/AIDS as well as recent commitments of EU institutions. World Aids Day – Seminar by the Finnish Presidency
1 December 2006
The Finnish HIV network organizes in collaboration with the Finnish Ministry for Foreign Affairs a seminar on “How to Keep the Promise - HIV and Young Women” in Helsinki. The seminar belongs to the civil society EU Presidency programme and highlights global HIV issues in the context of the enlarged EU. The EU statement on HIV/AIDS will be launched in the seminar.
