Calls for Proposals
The Calls for Proposals on the following budget lines are usually open for organizations and projects interested in SRHR. For further details on any of these Calls or corrigenda see the EuropeAid website, http://ec.europa.eu/comm/europeaid/cgi/frame12.pl.
EIDHR projects These Calls aim at maximizing the effectiveness, impact and visibility of actions undertaken in support of the protection and promotion of human rights and democratization.
- Albania: to fight discrimination, to promote civil society and to assure minority rights until 27 October 2006; Budget: € 185.000
Decentralized Cooperation
These Calls aim at putting all the diverse actors (grass-roots organisations) at the centre of the cooperation process.
- Burma/Myanmar: to empower grass-roots organisations and vulnerable groups until 14 November 2006; Budget: € 200.000
AENEAS Programme The AENEAS Programme provides financial and technical assistance to third countries in support of their management of all aspects of migration flows. This Call is for actions in Sub-Saharan Africa and the South-Mediterranean, the Middle-East and Turkey, the new independent states and Balkans, Asia and Latin America. EU organizations also can apply. Proposals due 7 November 2006; the budget is € 40.676.500.
NOTE: - The next Call for BL 210203 (Co-financing NGOs) will most probably be issued in November. - In the next few months, the EC is expected to issue a Call for 10m € in Development Education activities in EU NMS, Romania and Bulgaria.

EU News
Civil Society Call to Action, 21 September 2006 A consortium of ten organizations has issued a Call to Action to prioritize on health, education and reproductive health supplies in EU development cooperation. A similar Call is being signed by national and European Members of Parliament. Both calls will be presented to European Commission and other high-level officials on October 3, 2006 in Brussels. EU institutions agreed on Development Cooperation Instrument (DCI) 20 September 2006 The European Parliament (EP), Council and Commission have reportedly agreed on the DCI. Focusing on poverty eradication and the MDGs, binding commitments on social spending, especially for basic health and education will be incorporated. Text now being finalized will be formally adopted in the coming weeks and take effect early 2007. Reportedly, this agreement enables the EP to vote on the 2007 budget in plenary next week. General Affairs and External Relations Meeting (GAERC) 15 September 2006 The GAERC adopted a decision enabling webcast of Council activities. GAERC also decided to introduce an 18-month programme governing the three EU presidencies holding office during that given period. EP Committee on Women's Rights and Gender Equality 12/13 August 2006 The EP Committee on Women's Rights and Gender Equality adopted a motion for a resolution on the role of immigrant women in the EU. The Committee stresses that local and regional authorities must play a role in integrating women immigrants, tackling their problems regarding access to health, social services and childcare. The role of NGOs in providing advice, information and support for immigrant women is seen as crucial. Resolution text here.

Upcoming Events
Joint Committee Meeting on Development Policies 04 October 2006 For the first time, the EP's Development Committee will meet its counterparts from the EU Member States' development committees on 4 October 2004 in Brussels. Maintaining funding for the MDGs will be amongst the topics discussed.
African Health Ministers on SRH 18-22 September 2006 The Health ministers of the African Union gather in Maputo, Mozambique to discuss “Universal Access to Comprehensive Sexual and Reproductive Health Services in Africa”. Information can be found here:

5th International Dialog Population and Sustainable Development 17 October 2006 – Berlin, Germany High birth rates are almost exclusively found in countries with a low standard of development, with the fastest growth in the poorest African countries. DSW is involved in the organization of the 5th International Dialog on Population and Sustainable Development, which reviews the factors determining demographic trends and how they affect people's living conditions.
