EU 2007-2013 Financial Framework Discussions Continue; SRHR Funding at Risk 27 April 2006 Lacking official public announcements, the Brussels policy community is abuzz with rumors about ongoing negotiations between the European Commission, the European Parliament and the Council regarding the 2007-2013 Financial Framework. A "trialogue" meeting of the three institutions on 27 April continued the stalemate, as the EP insists on retaining its right to influence policy and funding priorities for EU development cooperation. A plenary vote on the Development Committee report is expected May 18. EC funding for SRHR projects is likely to be sharply reduced with the elimination of the RH budget line. No weblink available.
European Parliament Development Committee Meeting 24 & 25 April 2006 At a Development Committee meeting with Mr. Hans Winkler, President- in-Office of the Council of Development Ministers and Secretary of State in the Austrian Federal Ministry of Foreign Affairs, and with European Commissioner Louis Michel, MEP Anne Van Lancker posed questions regarding how the EU will address SRHR and HIV/AIDS in the upcoming UNGASS review and Toronto conferences. In addition, the Development Committee adopted amendments of Feleknas Uca's report about “The situation of women in armed conflicts and their role in reconstruction and the democratic process in countries after a conflict” with several statements on SRHR. ACP Civil Society Forum 19 – 21 April 2006 ACP Civil Society Representatives participated in a forum chaired by Mr. Lucien Tape Mambo, President of the Union of NGOs of Côte d'Ivoire (UOCI) in Brussels. The meeting examined the implementation of ACP-EU programmes, the promotion of human rights and democratic processes, the civil society participation in the fight against HIV/ Aids and other related issues. The adopted Declaration highlights the importance of the fight against HIV/AIDS and encourages Non-State Actors to promote “behavioural change, communication and services at the community, national, regional and all-ACP levels in all areas relating to Sexual and Reproductive Health (SRH) risks amongst the population”.
