	Expected timetables for next Calls for Proposals for B7-6312, B7-6311 and B7-6000 The next restricted (i.e. two-phase) call for proposals for budget line B7-6312 “Aid for Population and Reproductive Health Care” is expected to be launched in November 2003. Budget for this call: Euro 13.95 million. The priority area will again be maternal mortality. For budget line B7 6311 “Aid for poverty-related diseases (HIV/AIDS, Malaria, TB) in developing countries” a restricted two-stage Call for Proposals is expected to be launched in October 2003 (Tentative budget for 2003 is: Euro 34.85 million). A Call for Proposals for budget line B7-6000 is not expected to be launched before February 2004.


	New EU Standard Contract Published The much-awaited new Standard Contract is now available on the Europe Aid website (http://europa.eu.int/comm/europeaid/tender/gestion/cont_typ/st/index_en.htm).


	Fighting the diseases of poverty The European Commission will represent the EU at a donors' conference for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Paris.


	EC developing Common Programming Framework for Thematic Budget Lines The EC is developing measures to establish a common programming framework for all thematic instruments in the field of External Relations.


	Future of EC Co-financing – debate launched The European Commission (EuropeAid, Unit F/2 “Co-financing with NGOs”) has entered into dialogue with NGOs and Member States' representatives (DFID in UK) on the future of budget line B7 6000. Discussions will culminate in October 2003 with a seminar to be held in Palermo during the Italian Presidency. A joint preparatory meeting of all three parties will take place in early October.

	EC Budget Lines Overhaul NGOs are anticipating radical change to the way the EC budget works with the expected introduction of the new Activity Based Budget (ABB) in 2004.

USA: Global Gag Rule Rescinded

Today, US-American president Barack Obama rescinded "The Mexico City Policy", also known as the “Global Gag Rule”. First imposed by the Reagan Administration in 1984, this policy directed the United States Agency for International Development (USAID) to withhold funds from foreign NGOs that provide abortion information or counselling to women or lobbied foreign governments to legalise or make abortion available.
